BAB X. SPESIFIKASI TEKNIS DAN GAMBAR.
CHAPTER X. TECHNICAL SPECIFICATIONS AND IMAGES.

Keterangan Information Pokja Pemilihan menguraikan Spesifikasi Teknis dan Gambar yang diperlukan dalam pelaksanaan pekerjaan. The Election Working Group describes the Technical Specifications and Drawings needed in carrying out the work.

A. Uraian Spesifikasi Teknis.

Uraian spesifikasi teknis disusun berdasarkan spesifikasi teknis yang ditetapkan oleh Pejabat Pembuat Komitmen (PPK) sesuai jenis pekerjaan yang akan di-tender-kan, dengan ketentuan :

1. Dapat menyebutkan merk dan tipe serta sedapat mungkin menggunakan produksi dalam negeri;

2. Semaksimal mungkin diupayakan menggunakan standar nasional (SNI);

3. Metode pelaksanaan harus logis, realistis dan dapat dilaksanakan;

4. Jangka waktu pelaksanaan harus sesuai dengan metode pelaksanaan;

5. Mencantumkan macam, jenis, kapasitas dan jumlah peralatan utama minimal yang diperlukan dalam pelaksanaan pekerjaan;

6. Mencantumkan syarat-syarat bahan yang dipergunakan dalam pelaksanaan pekerjaan;

7. Mencantumkan syarat-syarat pengujian bahan dan hasil produk;

8. Mencantumkan kriteria kinerja produk (output performance) yang diinginkan;

9. Mencantumkan tata cara pengukuran dan tata cara pembayaran.

A. Description of Technical Specifications.

A description of the technical specifications is prepared based on the technical specifications set by the Commitment Making Officer according to the type of work to be tendered, provided that:

1. Can mention the brand and type and wherever possible use domestic production;

2. As much as possible try to use national standards (INS, Indonesian National Standard);

3. The implementation method must be logical, realistic and workable;

4. The period of implementation must be in accordance with the method of implementation;

5. List the kinds, types, capacities and number of minimum main equipment needed in carrying out the work;

6. List the conditions of materials used in the execution of work;

7. Include product testing conditions and product results;

8. List the desired product performance criteria (output performance);

9. Include procedures for measurement and payment procedures.

10. Spesifikasi Bahan Bangunan Konstruksi:

a. Pokja Pemilihan harus memastikan bahan bangunan konstruksi sesuai hasil yang telah diidentifikasi oleh PPK (Pejabat Pembuat Komitmen).

b. Setiap jenis bahan bangunan konstruksi yang tergolong sebagai bahan berbahaya dan beracun (B3), seperti cat, thinner, gas acetylene, BBM (Bahan Bakar Minyak), BBG (Bahan Bakar Gas), bahan peledak, dll, harus diberi penjelasan bahayanya, cara pengangkutan, penyimpanan, penggunaan, pengendalian risiko dan cara pembuangan limbahnya sesuai dengan prosedur dan/atau peraturan perundangan yang berlaku;

c. Informasi tentang penanganan B3 (Bahan Berbahaya dan Beracun) dapat diperoleh dari Lembar Data Keselamatan Bahan (Material Safety Data Sheet) yang diterbitkan oleh pabrik pembuatnya, atau dari sumber- sumber yang berkompeten dan/ atau berwenang.

10. Construction Building Material Specifications:

a. The Election Working Group must ensure that building construction materials are in accordance with the results identified by The Commitment Making Officer.

b. Each type of construction building material classified as hazardous and toxic, such as paint, thinner, acetylene gas, Oil Fuel, Gas Fuel, explosives, etc., must be given an explanation of the dangers, transportation, storage, use, risk control and disposal methods of the waste is in accordance with applicable procedures and / or regulations;

c. Information about handling Hazardous and Toxic Materials can be obtained from the Material Safety Data Sheet issued by the manufacturer, or from competent sources and / or authorities.

11. Spesifikasi Peralatan Konstruksi dan Peralatan Bangunan:

a. Pokja Pemilihan harus memastikan setiap jenis alat dan perkakas sesuai hasil yang telah diidentifikasi oleh PPK (Pejabat Pembuat Komitmen).

b. Alat dan perkakas yang digunakan harus dipastikan telah diberi sistem perlindungan atau kelengkapan pengaman untuk mencegah paparan (expose) bahaya secara langsung terhadap tubuh pekerja;

c. Informasi tentang jenis, cara penggunaan/pemeliharaan/pengamanannya alat dan perkakas dapat diperoleh dari manual produk dari pabrik pembuatnya, ataupun dari pedoman/peraturan pihak yang kompeten.

11. Specifications of Construction Equipment and Building Equipment:

a. The Election Working Group must ensure that each type of tool and tooling matches the results identified by The Commitment Making Officer.

b. The tools and utensils used must be ensured that they have been provided with a protection system or safety equipment to prevent exposure of the hazard directly to the body of the worker;

c. Information about types, methods of use / maintenance / security of tools and tools can be obtained from the product manual from the manufacturer, or from the guidelines / regulations of competent parties.

12. Spesifikasi Proses/Kegiatan:

a. Pokja Pemilihan [yang bersertifikat Ahli/petugas K3 (Keselamatan dan Kesehatan Kerja) Konstruksi] atau dengan melibatkan Ahli K3 (Keselamatan dan Kesehatan Kerja) / Petugas K3 (Keselamatan dan Kesehatan Kerja) Konstruksi harus menilai kesesuaian identifikasi bahaya dari setiap tahapan kegiatan yang sudah ditetapkan oleh PPK (Pejabat Pembuat Komitmen);

b. Setiap proses/kegiatan harus dilengkapi dengan prosedur kerja, sistem perlindungan terhadap pekerja, perlengkapan pengaman, dan rambu - rambu peringatan dan kewajiban pekerja menggunakan Alat Pelindung Diri (APD) yang sesuai dengan potensi bahaya pada proses tersebut;

c. Setiap jenis proses/kegiatan pekerjaan yang berisiko tinggi, atau pekerjaan yang berisiko tinggi pada keadaan yang berbeda, harus lebih dulu dilakukan Analisis Keselamatan Pekerjaan (Job Safety Analysis) dan tindakan pengendaliannya;

d. Setiap proses/kegiatan yang berbahaya harus melalui prosedur izin kerja lebih dulu dari penanggung-jawab proses dan Ahli K3 (Keselamatan dan Kesehatan Kerja) Konstruksi;

e. Setiap proses dan kegiatan pekerjaan hanya boleh dilakukan oleh tenaga kerja dan/atau operator yang telah terlatih dan telah mempunyai kompetensi untuk melaksanakan jenis pekerjaan/tugasnya, termasuk kompetensi melaksanakan prosedur keselamatan dan kesehatan kerja yang sesuai pada jenis pekerjaan/tugasnya tersebut.

12. Process / Activity Specifications:

a. The Election Working Group [which is a certified Expert / Officer of Occupational Health and Safety of Construction] or by involving Experts of Occupational Safety and Health of Construction / Officers of Occupational Health and Safety of Construction must assess the suitability of hazard identification from each stage of activities that has been determined by The Commitment Making Officer;

b. Every process / activity must be equipped with work procedures, protection systems for workers, safety equipment, and warning signs and obligations for workers to use Personal Protective Equipment (PPE) that is in accordance with the hazards potential in the process;

c. Each type of process / activity of high-risk work, or work that is at high risk in different circumstances, must first carry out a Job Safety Analysis and its control measures;

d. Every dangerous process / activity must go through a work permit procedure in advance of the person in charge of the process and Expert of Occupational Safety and Health of Construction;

e. Every work process and activity may only be carried out by workers and / or operators who have been trained and have the competence to carry out the type of work / tasks, including the competence to implement occupational safety and health procedures that are appropriate for the type of work / duties.

13. Spesifikasi Metode Konstruksi/ Metode Pelaksanaan/Metode Kerja.

a. Analisis Keselamatan Pekerjaan / Job Safety Analysis (JSA) harus dilakukan terhadap setiap metode konstruksi/ metode pelaksanaan pekerjaan, dan persyaratan teknis untuk mencegah terjadinya kegagalan konstruksi dan kecelakaan kerja;

b. Metode kerja harus disusun secara logis, realistis dan dapat dilaksanakan dengan menggunakan peralatan, perkakas, material dan konstruksi sementara, yang sesuai dengan kondisi lokasi/tanah/cuaca, dan dapat dikerjakan oleh pekerja dan operator yang terlatih;

c. Persyaratan teknis yang harus dipenuhi penyedia dalam menyusun dan menggunakan metode kerja dapat meliputi penggunaan alat utama dan alat bantu, perkakas, material dan konstruksi sementara dengan urutan kerja yang sistematis, guna mempermudah pekerja dan operator bekerja dan dapat melindungi pekerja, alat dan material dari bahaya dan risiko kegagalan konstruksi dan kecelakaan kerja;

d. Setiap metode kerja/konstruksi yang diusulkan penyedia, harus dianalisis keselamatan pekerjaan/Job Safety Analysis (JSA), diuji efektivitas pelaksanaannya dan efisiensi biayanya. Jika semua faktor kondisi lokasi/tanah/cuaca, alat, perkakas, material, urutan kerja dan kompetensi pekerja/operator telah ditinjau dan dianalisis, serta dipastikan dapat menjamin keselamatan, kesehatan dan keamanan konstruksi dan pekerja/operator, maka metode kerja dapat disetujui, setelah dilengkapi dengan gambar dan prosedur kerja yang sistematis dan/atau mudah dipahami oleh pekerja/operator;

e. Setiap tahapan pelaksanaan konstruksi utama yang mempunyai potensi bahaya tinggi harus dilengkapi dengan metode kerja yang didalamnya sudah mencakup analisis keselamatan pekerjaan/Job Safety Analysis (JSA). Misalnya untuk pekerjaan di ketinggian, mutlak harus digunakan perancah, lantai kerja (platform), papan tepi, tangga kerja, pagar pelindung tepi, serta Alat Pelindung Diri (APD) yang sesuai antara lain helm dan sabuk keselamatan agar pekerja terlindung dari bahaya jatuh. Untuk pekerjaan saluran galian tanah berpasir yang mudah longsor dengan kedalaman 1,5 meter atau lebih, mutlak harus menggunakan turap dan tangga akses bagi pekerja untuk naik/turun;

f. Setiap metode kerja harus melalui analisis dan perhitungan yang diperlukan berdasarkan data teknis yang dapat dipertanggungjawabkan, baik dari standar yang berlaku, atau melalui penyelidikan teknis dan analisis laboratorium maupun pendapat ahli terkait yang independen.

13. Specifications of the Construction Method / Implementation Method / Working Method.

a. Job Safety Analysis (JSA) must be carried out on each construction method / method of carrying out work, and technical requirements to prevent construction failures and work accidents;

b. Work methods must be arranged logically, realistically and can be carried out using equipment, tools, materials and temporary construction, which are in accordance with site / land / weather conditions, and can be done by trained workers and operators;

c. Technical requirements that must be fulfilled by providers in compiling and using work methods can include the use of primary tools and tools, utensils, materials and temporary construction in a systematic sequence of work, to facilitate workers and operators to work and can protect workers, tools and materials from harm and risk of construction failure and work accidents;

d. Every working method / construction proposed by the provider must be analyzed by Job Safety Analysis (JSA), tested for its effectiveness and cost efficiency. If all the factors of location / land / weather conditions, tools, utensils, materials, work order and competency of workers / operators have been reviewed and analyzed, and are ensured to guarantee the safety, health and safety of construction and workers / operators, the work method can be approved after equipped with images and work procedures that are systematic and / or easily understood by workers / operators;

e. Every stage of the main construction implementation that has high hazard potential must be equipped with work methods which include Job Safety Analysis (JSA). For example for work at height, absolute scaffolding, work floor (platform), edge board, work ladder, edge guard fence, and Personal Protective Equipment (PPE) are needed, including helmets and safety belts so that workers are protected from the danger of falling. For the work excavation ducts of sandy soil which easily landslides with depth of 1.5 meters or more, it is absolutely necessary to use a plaster and access ladder for workers to go up / down;

f. Each work method must go through the analysis and calculation required based on technical data that can be accounted for, both from the applicable standards, or through technical investigations and laboratory analysis and independent expert opinion.

14. Spesifikasi Jabatan Kerja Konstruksi

a. Setiap kegiatan/pekerjaan perancangan, perencanaan, perhitungan dan gambar-gambar konstruksi, penetapan spesifikasi dan prosedur teknis serta metode pelaksanaan/ konstruksi/kerja harus dilakukan oleh tenaga ahli yang mempunyai kompetensi yang disyaratkan, baik pekerjaan arsitektur, struktur/sipil, mekanikal, elektrikal, plumbing dan penataan lingkungan maupun interior dan jenis pekerjaan lain yang terkait;

b. Setiap tenaga ahli tersebut pada butir a. di atas harus mempunyai kemampuan untuk melakukan proses manajemen risiko (identifikasi bahaya, penilaian risiko dan pengendalian risiko) yang terkait dengan disiplin ilmu dan pengalaman profesionalnya, dan dapat memastikan bahwa semua potensi bahaya dan risiko yang terkait pada bentuk rancangan, spesifikasi teknis dan metode kerja/konstruksi tersebut telah diidentifikasi dan telah dikendalikan pada tingkat yang dapat diterima sesuai dengan standar teknik dan standar K3 (Keselamatan dan Kesehatan Kerja) yang berlaku;

c. Setiap kegiatan/pekerjaan pelaksanaan, pemasangan, pembongkaran, pemindahan, pengangkutan, pengangkatan, penyimpanan, perletakan, pengambilan, pembuangan, pembongkaran dsb, harus dilakukan oleh tenaga ahli dan tenaga terampil yang berkompeten berdasarkan gambar - gambar, spesifikasi teknis, manual, pedoman dan standar serta rujukan yang benar dan sah atau telah disetujui oleh tenaga ahli yang terkait;

d. Setiap tenaga ahli dan tenaga terampil dibidang K3 (Keselamatan dan Kesehatan Kerja) Konstruksi di atas harus melakukan analisis keselamatan pekerjaan (job safety analysis) setiap sebelum memulai pekerjaannya, untuk memastikan bahwa potensi bahaya dan risiko telah diidentifikasi dan diberikan tindakan pencegahan terhadap kecelakaan kerja dan/atau penyakit di tempat kerja;

14. Construction Work Position Specifications

a. Every design activities / work, planning, calculation and drawings of construction, determination of specifications and technical procedures and methods of implementation / construction / work must be carried out by experts who have the required competencies, both works of architectural, structural / civil, mechanical, electrical, plumbing and environmental and interior arrangement and other types of related work;

1. Daftar Kuantitas dan Harga / Daftar Keluaran dan Harga harus sesuai dengan Instruksi Kepada Peserta (IKP), Syarat-Syarat Umum Kontrak (SSUK) dan Syarat-Syarat Khusus Kontrak (SSKK), Spesifikasi Teknis dan Gambar.

2. 3. Harga dalam Daftar Kuantitas dan Harga / Daftar Keluaran dan Harga telah mencakup semua biaya pekerjaan, personel, pengawasan, bahan - bahan, perawatan, asuransi tenaga kerja / BPJS (Badan Penyelenggara Jaminan Sosial), laba, pajak, bea, keuntungan, overhead dan semua risiko, tanggung jawab, dan kewajiban yang diatur dalam Kontrak.

3. Prices in the List of Quantity and Price / Lists of Output and Price cover all costs of work, personnel, supervision, materials, maintenance, labor insurance / Social Security Organizing Agency, profits, taxes, duties, profits, overhead and all risks, responsibilities, and obligations stipulated in the Contract.

4. Harga harus dicantumkan untuk setiap mata pembayaran, terlepas dari apakah kuantitas/keluaran dicantumkan atau tidak. 5. Semua biaya yang dikenakan/dibebankan untuk memenuhi ketentuan Kontrak harus dianggap telah termasuk dalam setiap mata pembayaran, dan jika mata pembayaran terkait tidak ada maka biaya dimaksud harus dianggap telah termasuk dalam harga mata pembayaran yang terkait.

5. All fees subjected to / charged to fulfill the provisions of the Contract must be considered to be included in each payment item, and if the related payment item does not exist, the said fee must be considered to be included in the price of the related item.

6. Dalam tender dilakukan koreksi aritmatik (untuk bagian pekerjaan harga satuan) atas kesalahan penghitungan dengan ketentuan sebagai berikut:

(a) jika terdapat perbedaan antara penulisan nilai dalam angka dan huruf pada Surat Penawaran maka yang dicatat nilai dalam huruf; dan

(b) jika terjadi kesalahan hasil pengalian antara volume dengan harga satuan pekerjaan maka dilakukan pembetulan, dengan ketentuan volume pekerjaan sesuai dengan yang tercantum dalam Dokumen Pemilihan dan harga satuan tidak boleh diubah.

6. In the tender arithmetic corrections (for part of unit price work) are carried out for calculation errors with the following conditions:

(a) if there is a difference between the writing of the value in numbers and letters in the Bid Letter, then the value is recorded in letters; and

7. Pokja Pemilihan akan melakukan koreksi aritmatik (untuk bagian pekerjaan lumsum) atas kesalahan penghitungan dengan ketentuan sebagai berikut:

a. Koreksi aritmatik dilakukan tanpa mengubah nilai total harga penawaran dengan menyesuaikan keluaran (output) pekerjaan yang tercantum dalam Daftar Keluaran dan Harga dengan yang tercantum dalam Dokumen Pemilihan;

b. Koreksi aritmatik untuk penawaran yang tidak melampirkan Daftar Keluaran dan Harga, maka keluaran (output) pekerjaan yang ditawarkan ditetapkan sama dengan yang tercantum dalam Dokumen Pemilihan tanpa mengubah nilai total penawaran untuk bagian kontrak Lumsum;

c. Perbedaan angka dan huruf harga penawaran:

1) apabila ada perbedaan antara penulisan nilai harga penawaran antara angka dan huruf maka nilai yang diakui adalah nilai dalam tulisan huruf;

2) apabila penawaran dalam angka tertulis dengan jelas sedangkan dalam huruf tidak jelas dan/atau tidak bermakna dan/atau salah, maka nilai yang diakui adalah nilai dalam tulisan angka.

7. The Election Working Group will make arithmetic corrections (for lump sum work) for calculation errors with the following conditions:
