pendaftaran dan pengunduhan dokumen dengan waktu sampai dengan 1 (satu) hari kerja sebelum batas akhir Penyampaian Dokumen Penawaran, 1.3. tahapan pemberian penjelasan dengan waktu paling cepat 3 (tiga) hari kerja sejak tanggal pengumuman tender, 1.4. tahapan Penyampaian Dokumen Penawaran dengan waktu disesuaikan dengan kebutuhan dan paling kurang 3 (tiga) hari kerja setelah Berita Acara Hasil Pemberian Penjelasan, 1.5. tahapan Pembukaan Dokumen Penawaran dengan waktu setelah masa penyampaian Dokumen Penawaran berakhir, 1.6. tahapan Evaluasi Administrasi, Teknis, Harga dan Kualifikasi membantu peserta dalam menyiapkan Dokumen Penawaran, 2. Dalam hal terdapat
pertentangan ketentuan yang tertulis pada Lembar Data pemilihan (LDP) dengan
Instruksi Kepada Peserta (IKP), maka yang digunakan adalah ketentuan pada
Lembar Data pemilihan (LDP), 3. Dalam dokumen ini dipergunakan pengertian,
istilah, dan singkatan sebagai berikut, 3.1. tender adalah metode pemilihan untuk mendapatkan Penyedia Pekerjaan
Konstruksi, 3.2. pekerjaan konstruksi adalah keseluruhan atau sebagian kegiatan
yang meliputi pembangunan, pengoperasian, pemeliharaan, pembongkaran, dan
pembangunan kembali suatu bangunan, 3.3. Kontrak Gabungan Lumsum dan Harga
Satuan adalah kontrak yang merupakan gabungan lumsum dan harga satuan dalam 1
(satu) pekerjaan pekerjaan yang diperjanjikan, 3.4. Harga Perkiraan Sendiri
(HPS) yang selanjutnya disingkat HPS adalah perkiraan harga barang/jasa yang
ditetapkan oleh Pejabat Pembuat Komitmen (PPK), 3.5. Harga Evaluasi Akhir (HEA)
yang selanjutnya disingkat HEA adalah merupakan penyesuaian atau normalisasi
harga terhadap harga penawaran dalam proses pengadaan dimana unsur preferensi
harga telah diperhitungkan berdasarkan capaian TKDN (Tingkat Komponen Dalam
Negeri) dan status perusahaan, 3.6. Kerja Sama Operasi yang selanjutnya
disingkat KSO adalah kerja sama usaha antar penyedia yang masing-masing pihak
mempunyai hak, kewajiban, dan tanggung jawab yang jelas berdasarkan perjanjian
tertulis, 3.7. Lembar Data Pemilihan (LDP) yang selanjutnya disingkat LDP
adalah lembar data pemilihan yang memuat ketentuan dan informasi yang spesifik
sesuai dengan jenis pekerjaan antara lain meliputi penyiapan, penyampaian,
pembukaan, kriteria, dan tata cara pemilihan Dokumen Penawaran, pengumuman
pemenang, sanggahan, dan sanggahan banding, 3.8. Lembar Data Kualifikasi (LDK) yang
selanjutnya disingkat LDK adalah lembar data kualifikasi yang memuat ketentuan
dan informasi yang spesifik sesuai dengan kualifikasi yang diperlukan, 3.9.
Pengguna Anggaran (PA) yang selanjutnya disingkat PA adalah pejabat pemegang
kewenangan penggunaan anggaran kementerian/lembaga/perangkat daerah, dan 3.10.
Kuasa Pengguna Anggaran (KPA) yang selanjutnya disingkat KPA, 3.10.1. pada
pelaksanaan APBN (Anggaran Pendapatan Belanja Negara), KPA (Kuasa Pengguna

Umum dan Perumahan Rakyat untuk Tahun Anggaran 2019 yaitu Lampiran I Surat Edaran
Menteri Pekerjaan Umum dan Perumahan Rakyat Nomor 10 / SE / M / 2018 tentang
Pemberlakuan Standar Dokumen Pemilihan Pengadaan Jasa Konstruksi dalam Rangka
Lelang Dini di Kementerian Pekerjaan Umum dan Perumahan Rakyat untuk Tahun
Anggaran 2019 yaitu Umum yaitu dalam Dokumen ini dipergunakan pengertian,
istilah, dan singkatan sebagai berikut 1. Unit
Kerja Pengadaan Barang/Jasa (UKPBJ) yang selanjutnya disingkat UKPBJ adalah unit kerja pengadaan barang/jasa di
kementerian/lembaga/pemerintah daerah yang menjadi pusat unggulan pengadaan
barang/jasa; 2. Pokja (Kelompok Kerja) pemilihan adalah sumber daya manusia
yang ditetapkan oleh pimpinan Unit
Kerja Pengadaan Barang/Jasa (UKPBJ) untuk mengelola pemeilihan penyedia; 3.
Pejabat Pembuat Komitmen (PPK) yang selanjutnya disingkat PPK adalah pejabat
yang diberi kewenangan oleh PA / KPA (Pengguna Anggaran / Kuasa Pengguna
Anggaran) untuk mengambil keputusan dan/atau melakukan tindakan yang dapat
mengakibatkan pengeluaran anggaran belanja negara / anggaran belanja daerah; 4.
Pelaku Usaha adalah setiap orang per orangan atau badan usaha, baik berbentuk
badan hukum maupun bukan badan hukum yang didirikan dan berkedudukan atau
melakukan kegiatan dalam wilayah hukum negara Republik Indonesia, baik sendiri
maupun bersama-sama melalui perjanjian menyelenggarakan kegiatan usaha dalam
berbagai bidang ekonomi; 5. Penyedia adalah Pelaku Usaha yang menyediakan barang/jasa
berdasarkan kontrak; 6. Subpenyedia adalah penyedia yang mengadakan perjanjian
kerja dengan penanggung jawab kontrak, untuk melaksanakan sebagian pekerjaan
(subkontrak); 7. Aparat Pengawasan Intern
Pemerintah (APIP) adalah aparat yang melakukan pengawasan melalui audit, reviu, pemantauan, evaluasi, dan
kegiatan pengawasan lain terhadap penyelenggaraan tugas dan fungsi Pemerintah;
8. Surat Penunjukan Penyedia Barang/Jasa (SPBJ) yang selanjutnya disingkat SPBJ
adalah surat penunjukan penyedia barang/jasa kepada penyedia barang/jasa untuk
melaksanakan pekerjaan; 9. Tingkat Komponen Dalam Negeri (TKDN) yang
selanjutnya disingkat TKDN adalah besarnya komponen dalam negeri pada barang,
jasa, dan gabungan antara barang dan jasa; 10. Surat Jaminan adalah jaminan
tertulis yang dikeluarkan oleh penerbit jaminan; 11. Daftar Kuantitas dan
Harga/Daftar Keluaran Harga adalah daftar kuantitas/keluaran yang telah diisi
harga satuan kuantitas/keluaran dan jumlah biaya keseluruhan yang merupakan
bagian dari penawaran; 12. Pekerjaan Utama adalah jenis pekerjaan yang secara
langsung menunjang terwujudnya dan berfungsinya suatu konstruksi sesuai
peruntukannya yang ditetapkan sebagaimana tercantum dalam Dokumen Pemilihan;
dan 13. Mata Pembayaran Utama adalah mata pembayaran yang pokok dan penting
yang nilai bobot kumulatifnya minimal
80% (delapan puluh per seratus) dari seluruh nilai pekerjaan, dihitung mulai
dari mata pembayaran yang nilai bobotnya terbesar.

Procurement Unit hereinafter

evaluations, and other supervisory activities on the administration of tasks
and functions of the Government; 8. Letter of Appointment of Goods / Services
Providers, hereinafter abbreviated as SPBJ (in Bahasa), is a letter of
appointment of goods / services providers to providers of goods / services to
carry out work; 9. Level of Domestic Component, hereinafter abbreviated as TKDN
(in Bahasa), is the size of domestic components in goods, services, and a
combination of goods and services;10.
Guarantee Letter is a written guarantee issued by the guarantee issuer; 11.
List of Quantities and Prices / List of Price Outputs is a list of quantities /
outputs that have been filled in with the unit price of the quantity / output
and the total cost of part of the
offer; 12. Main Work is a type of work that directly supports the realization
and functioning of a construction according to its designation as set forth in
the Election Document; and 13. principal and important payment currency whose
minimum cumulative weight value is 80% (eighty per hundred) of all work values,
calculated from the point of payment of the largest weight value.
