Harga Satuan Pekerjaan (HSP) yang selanjutnya disingkat HSP adalah harga 1 (satu) jenis pekerjaan tertentu per satu satuan tertentu; 2. Harga Satuan Dasar (HSD) yang selanjutnya disingkat HSD adalah harga satuan komponen dari Harga Satuan Pekerjaan (HSP) per satu satuan tertentu, misalnya : a. Upah tenaga kerja (per jam, per hari); b. Bahan (per m, per m2, per m3, per kg, per ton); c. Peralatan (per jam, per hari), 2. upaya pencegahan kecelakaan kerja dan penyakit akibat kerja; 2. Sistem
Manajemen Keselamatan Konstruksi (SMKK) : yang selanjutnya disingkat SMKK
adalah bagian dari sistem manajemen pekerjaan konstruksi dalam rangka penerapan
keamanan, keselamatan, kesehatan dan keberlanjutan pada setiap pekerjaan
konstruksi; 3. Rencana Keselamatan Konstruksi (RKK) : yang selanjutnya
disingkat RKK adalah dokumen lengkap rencana penerapan SMKK dan merupakan satu
kesatuan dengan dokumen kontrak suatu pekerjaan konstruksi, yang dibuat oleh
Penyedia Jasa dan disetujui oleh Pengguna Jasa, untuk selanjutnya dijadikan
sebagai sarana interaksi antara Penyedia Jasa dengan Pengguna Jasa dalam
penerapan SMKK; 4. Harga Terendah : adalah metode evaluasi dalam hal harga
menjadi dasar penetapan pemenang di antara penawaran yang memenuhi persyaratan
administrasi, teknis, dan kualifikasi; 5. Layanan Pengadaan Secara Elektronik
(LPSE) : yang selanjutnya disingkat LPSE adalah layanan pengelolaan teknologi
informasi untuk memfasilitasi pelaksanaan Pengadaan Barang/Jasa secara elektronik;
6. Aplikasi perangkat lunak Sistem Pengadaan Secara Elektronik (SPSE) : yang
selanjutnya disingkat SPSE adalah aplikasi berbasis web yang terpasang di
server LPSE yang dapat diakses melalui website LPSE; 7. Pengguna SPSE : adalah
perorangan/badan usaha yang memiliki hak akses kepada aplikasi SPSE,
direpresentasikan oleh user ID dan password
yang diberikan oleh Layanan Pengadaan Secara Elektronik (LPSE); 8. 1 (Satu)
File : adalah metode penyampaian dokumen penawaran yang terdiri atas
persyaratan administrasi, teknis dan penawaran harga yang dimasukkan dalam 1
(satu) file; 9. User ID : adalah nama atau pengenal unik sebagai identitas diri
dari pengguna yang digunakan untuk beroperasi di dalam aplikasi Sistem
Pengadaan Secara Elektronik (SPSE); 10. Password : adalah kumpulan karakter
atau string yang digunakan oleh pengguna untuk memverifikasi User ID kepada
aplikasi Sistem Pengadaan Secara Elektronik (SPSE); 11. APENDO : adalah
aplikasi pengaman dokumen; 12. Isian Elektronik : adalah tampilan/antarmuka
pemakai berbentuk grafis berisi komponen isian yang dapat diisi oleh pengguna
aplikasi; dan 13. Formulir Isian : adalah formulir isian elektronik pada
aplikasi Elektronik Data Kualifikasi SPSE yang digunakan peserta untuk
menginputkan dan mengirimkan data kualifikasi.

istilah, dan singkatan sebagai berikut, 1. Pengumuman Pemilihan dengan
Pascakualifikasi, pengumuman tender
tercantum pada aplikasi Sistem Pengadaan Secara Elektronik (SPSE); dan Instruksi Kepada Peserta (IKP),
Umum, 1. Identitas Pokja (Kelompok Pokja) dan Lingkup Pekerjaan 1.1. Identitas
pokja pemilihan sebagaimana tercantum dalam Lembar Data Pemilihan (LDP), 1.2. nama paket, lingkup pekerjaan, dan
lokasi pekerjaan sebagaimana tercantum dalam Lembar Data Pemilihan (LDP), 1.3.
Peserta yang ditunjuk berkewajiban untuk menyelesaikan pekerjaan dalam jangka
waktu sebagaimana tercantum dalam Lembar Data Pemilihan (LDP),
berdasarkan syarat umum dan syarat khusus kontrak dengan mutu sesuai
spesifikasi teknis dan harga yang tercantum dalam kontrak, 2. Sumber Dana
Pengadaan ini dibiayai dari sumber pendanaan sebagaimana tercantum dalam Lembar Data Pemilihan
(LDP); 3. Peserta Tender,
3.1. Tender ini terbuka dan dapat
diikuti oleh semua peserta yang berbentuk badan usaha tunggal atau Kerja Sama Operasi (KSO)
yang memenuhi kualifikasi, 3.2. Peserta pada paket pekerjaan konstruksi dengan
nilai HPS (Harga Perkiraan Sendiri) diatas Rp10.000.000.000,00 (sepuluh miliar
rupiah) sampai dengan Rp100.000.000.000,00 (seratus miliar rupiah) disyaratkan
hanya untuk pelaksana konstruksi dengan kualifikasi Usaha Menengah yang
Kemampuan Dasarnya (KD) memenuhi syarat, 3.3. Peserta pada paket pekerjaan
konstruksi dengan nilai HPS (Harga Perkiraan Sendiri) diatas
Rp100.000.000.000,00 (seratus miliar rupiah) disyaratkan hanya untuk pelaksana
konstruksi dengan kualifikasi Usaha Besar yang kemampuan dasarnya (KD) memenuhi
syarat, 3.4. Tender sebagaimana
dimaksud pada 3.2 dapat dikerjakan oleh penyedia jasa dengan kualifikasi Usaha
Besar apabila: a. Tender gagal karena tidak ada penyedia jasa dengan
kualifikasi Usaha Menengah yang mendaftar; dan/atau b. Peralatan utama dan
tingkat kesulitan pekerjaan yang akan ditenderkan tidak dapat
dipenuhi/dilaksanakan oleh penyedia jasa dengan kualifikasi Usaha Menengah,
3.5. Dalam hal peserta melakukan Kerja Sama Operasi (KSO),
maka Kerja Sama Operasi (KSO) dilakukan sebelum memasukkan Dokumen
Penawaran, 3.6. Dalam hal peserta melakukan Kerja Sama Operasi (KSO),
maka peserta harus memiliki Perjanjian Kerja Sama Operasi yang memuat
persentase Kerja Sama Operasi (KSO) dan perusahaan yang mewakili Kerja Sama Operasi (KSO)
tersebut, 3.7. KSO harus terdiri atas perusahaan nasional, 3.8. KSO dapat
dilakukan antar pelaku usaha yang: a. memiliki kualifikasi yang setara (Usaha
Menengah dengan Usaha Menengah, Usaha Besar dengan Usaha Besar), b. memiliki
kualifikasi yang 1 tingkat di bawahnya (Usaha Besar dengan Usaha Menengah,
Usaha Menengah dengan Usaha Kecil), Kualifikasi perusahaan pimpinan (leadfirm) harus setara atau lebih tinggi
dari anggota KSO, 3.9. Peserta KSO dilarang untuk mengubah Perjanjian Kerja Sama
Operasi selama proses tender, 3.10. Penyedia jasa yang akan melakukan KSO untuk
memenuhi jenis pekerjaan yang di-tender-kan
dapat terdiri atas penyedia jasa konstruksi umum (general), spesialis,
mekanikal/ elektrikal, dan/atau keterampilan tertentu, 3.11. Perjanjian KSO
yang berakhir sebelum penyelesaian pekerjaan, maka tanggung jawab penyelesaian
pekerjaan dibebankan pada perusahaan yang menjadi leadfirm atau mengacu pada ketentuan yang tercantum dalam
perjanjian KSO.

obliged to complete the work within the period as stated in the Election

be followed by all participants in the form of a single business entity or Joint

requirements, 3.3. Participants in the construction work package with a value
of Own Estimated Price above Rp. 100,000,000,000.00 (one hundred billion
rupiah) are required only for construction operators with a qualification of a
Large Business whose basic capabilities meet the requirements, 3.4. The tender
as referred to in 3.2 can be done by a service provider with a Large Business
qualification if : a. The tender failed because there was no service provider
with a Medium Business qualification who registered; and / or b. The main equipment
and the level of difficulty of the work to be tendered cannot be fulfilled /
carried out by service providers with Medium Business qualifications, 3.5. In
the event that a participant conducts Joint Operation, the Joint Operation is
carried out before entering the Bid Document, 3.6. In the event that a
participant conducts Joint Operation, the participant must have an Operational
Cooperation Agreement that contains the percentage of Joint Operation and the
company representing the Joint Operation, 3.7. The Joint Operation must consist of
national companies, 3.8. Joint Operation can be carried out between business
actors who : a. have equal qualifications (Medium Business with Medium
Business, Large Business with Large Business), b. having a qualification that
is 1 level below (Large Business with Medium Business, Medium Business with
Small Business), Leadfirm qualifications must be equal to or higher than
members of Joint Operation, 3.9. participants of Joint Operation are prohibited

Service providers who will conduct Joint Operation to fulfill the type of work
tendered can consist of construction of general, specialist, mechanical /
electrical, and / or certain skills, 3.11. The Joint Operation agreement that
ends before the completion of the work, then the responsibility for completion

administratif, seperti digugurkan dari proses pemilihan atau pembatalan

Budget Year 2019, namely Annex I of Circular Letter of the Minister of
Public Works and Public Housing Number 10 / SE / M / 2018 concerning the
Enactment of the Standared of Selection Document for the Procurement of
Construction Services in the Early Auction Framework at the Ministry of Public
Works and Public Housing for Fiscal Year
2019, namely General, in this document, the following terms and abbreviations
are used abbreviated as 1. Violation of Procurement Rules, 1.1. Participants
and parties related to this procurement are obliged to comply with procurement
rules by not taking the following actions : a. submit false / incorrect
documents or information to fulfill the requirements specified in the Bidding
Document; b. indicated conspiracy with other participants to arrange bid
prices; c. indicated doing Corruption, Collusion and / or Nepotism in the
selection of Providers; or d. resign for reasons that cannot be accepted by the
Election Working Group, 1.2. Participants who are proven to take action as
referred to in number 1.1 are subject to sanctions as follows : a.
administrative sanctions, such as being aborted from the process of selecting
or canceling the winner's determination; b. sanctions for inclusion in the
Black List; c. civil claim; and / or d. reporting to authorities, 1.3.
Imposition of Sanctions is reported by the Election Working Group to Budget
Users / Budget User Proxies, and 1.4. Imposing Black List Sanctions by Budget
Users / Budget User Proxies on the proposal of the Election Working Group and 2.
Prohibition of Contradictions, 2.1. The parties in carrying out their duties,
functions and roles, avoid and prevent the interests of the interests of the
parties concerned, both directly and indirectly, 2.2. Conflict of interest as
referred to in number 2.1 includes but is not limited to : a. The Board of
Directors, Board of Commissioners, or permanent staff of a Business Entity
concurrently as a Board of Directors, Board of Commissioners, or permanent
staff at other Business Entities that participate in the same tender; b.
Providers who have been appointed as design consultants / supervisors act as
executors of Construction Works designed / supervised by him; c. The Commitment
Making Officer / Election Working Group / Procurement Official either directly
or indirectly controls or runs participant business entities; d. Some business
entities that participate in the same Tender, are controlled either directly or
indirectly by the same party, and / or their share ownership is more than 50%
(fifty percent) controlled by the same shareholders, and 2.3. Ministry / agency
/ regional officials are prohibited from becoming participants except leave
outside the responsibility of the ministry / institution / regional apparatus.
