Pemberian Penjelasan, 1.1. Pemberian penjelasan dilakukan secara online melalui aplikasi Sistem Pengadaan Secara Elektronik (SPSE) sesuai jadwal dalam aplikasi Sistem Pengadaan Secara Elektronik (SPSE), 1.2. Peserta yang tidak aktif/membuka Sistem Pengadaan Secara Elektronik (SPSE) dan/atau tidak bertanya pada saat pemberian penjelasan, tidak dapat dijadikan dasar untuk menolak/menggugurkan penawaran, 1.3. Apabila diperlukan, Pokja (Kelompok Kerja) Pemilihan dapat memberikan informasi yang dianggap penting terkait dengan Dokumen Pemilihan, 1.4. Apabila diperlukan, Pokja (Kelompok Kerja) Pemilihan dapat memberikan penjelasan lanjutan dengan cara melakukan peninjauan lapangan. Biaya yang diperlukan peserta dalam rangka peninjauan lapangan ditanggung oleh masing-masing peserta, 1.5. Pokja (Kelompok Kerja) Pemilihan menjawab setiap pertanyaan yang masuk, kecuali untuk substansi pertanyaan yang telah dijawab, 1.6. Apabila diperlukan, Pokja (Kelompok Kerja) Pemilihan dapat memberikan penjelasan (ulang), 1.7. Apabila diperlukan, Pokja (Kelompok Kerja) Pemilihan pada saat berlangsungnya pemberian penjelasan dapat menambah waktu batas akhir tahapan tersebut sesuai dengan kebutuhan, 1.8. Dalam hal waktu tahap penjelasan telah berakhir, peserta tidak dapat mengajukan pertanyaan namun Pokja (Kelompok Kerja) Pemilihan masih mempunyai tambahan waktu untuk menjawab pertanyaan yang masuk pada akhir jadwal, 1.9. Kumpulan tanya jawab pada saat pemberian penjelasan dalam aplikasi Sistem Pengadaan Secara Elektronik (SPSE) merupakan Berita Acara Pemberian Penjelasan (BAPP), 1.10. Jika dilaksanakan peninjauan lapangan dapat dibuat Berita Acara Pemberian Penjelasan Lanjutan dan diunggah melalui aplikasi Sistem Pengadaan Secara Elektronik (SPSE), 1.11. Berita Acara Pemberian Penjelasan Lapangan menjadi bagian dari Berita Acara Pemberian Penjelasan (BAPP) dan 2. Perubahan Dokumen Pemilihan, 2.1. Apabila pada saat pemberian penjelasan terdapat hal-hal/ketentuan baru atau perubahan penting yang perlu ditampung, maka Pokja (Kelompok Kerja) Pemilihan menuangkan ke dalam Adendum Dokumen Pemilihan yang menjadi bagian tidak terpisahkan dari Dokumen Pemilihan, 2.2. Perubahan rancangan kontrak, spesifikasi teknis, gambar, dan/atau nilai total HPS (Harga Perkiraan Sendiri), harus mendapatkan persetujuan PPK (Pejabat Pembuat Komitmen) sebelum dituangkan dalam Adendum Dokumen Pemilihan, 2.3. Apabila ketentuan baru atau perubahan penting tersebut tidak dituangkan dalam Adendum Dokumen Pemilihan, maka ketentuan baru atau perubahan tersebut dianggap tidak ada dan ketentuan yang berlaku adalah Dokumen Pemilihan awal, 2.4. Setelah Pemberian Penjelasan dan sebelum batas akhir waktu pemasukan penawaran, Pokja (Kelompok Kerja) Pemilihan dapat menetapkan Adendum Dokumen Pemilihan, berdasarkan informasi baru yang mempengaruhi substansi Dokumen Pemilihan, 2.5. Setiap Adendum yang ditetapkan merupakan bagian yang tidak terpisahkan dari Dokumen Pemilihan, 2.6. Pokja (Kelompok Kerja) Pemilihan mengumumkan Adendum Dokumen Pemilihan dengan cara mengunggah (upload) adendum Dokumen Pemilihan melalui aplikasi Sistem Pengadaan Secara Elektronik (SPSE) paling lambat 3 (tiga) hari kerja sebelum batas akhir pemasukan penawaran. Apabila Pokja (Kelompok Kerja) Pemilihan akan mengunggah (upload) Adendum Dokumen Pemilihan kurang dari 3 (tiga) hari kerja sebelum batas akhir pemasukan penawaran, maka Pokja (Kelompok Kerja) Pemilihan wajib mengundurkan batas akhir pemasukan penawaran, 2.7. Peserta dapat mengunduh (download) Adendum Dokumen Pemilihan yang diunggah (upload) Pokja (Kelompok Kerja) Pemilihan pada aplikasi Sistem Pengadaan Secara Elektronik (SPSE) (apabila ada); dan 3. Tambahan Waktu Pemasukan Dokumen Penawaran Apabila adendum Dokumen Pemilihan mengakibatkan kebutuhan penambahan waktu penyiapan Dokumen Penawaran, maka Pokja (Kelompok Kerja) Pemilihan memperpanjang batas akhir pemasukan penawaran.

Public Works and Public Housing Number 10 / SE / M / 2018 concerning the
Enactment of the Standared of Selection Document for the Procurement of
Construction Services in the Early Auction Framework at the Ministry of Public
Works and Public Housing for Fiscal Year
2019, namely Documents Election that is 1. Provision of Explanation, 1.1. The explanation
is done online through the application of the Electronic Procurement System
according to the schedule in the application of the Electronic Procurement
System, 1.2. Participants who are not active / open an Electronic Procurement
System and / or do not ask at the time of giving an explanation cannot be used
as a basis for rejecting / aborting the offer, 1.3. If needed, the Election
Working Group can provide information that is considered important in relation
to the Election Document, 1.4. If needed, the Election Working Group can
provide further explanation by conducting a field review. The fees required by
the participants in the field review are borne by each participant, 1.5. The
Working Group of Elections answers every incoming question, except for the
substance of questions that have been answered, 1.6. If needed, the Election
Working Group can provide an explanation (repeat), 1.7. If needed, the Working
Group of The selection at the time of the explanation is given can add to the
time limit for the stage according to the needs, 1.8. In the event that the
explanation stage has ended, the participant cannot ask questions but the
Election Working Group still has additional time to answer the questions that

2. Changes to the Bidding Document, 2.1. If at the time of giving an
explanation there are new things / provisions or important changes that need to
be accommodated, then the Working Group of Election shall pour into the
Addendum to the Bidding Document which is an integral part of the Bidding
Document, 2.2. Changes to the draft contract, technical specifications,
drawings, and / or total value of the Own Estimated Price, must obtain approval
from The Commitment Making Officer before it is set forth in the Bidding
Document Addendum, 2.3. If the new provisions or important changes are not stated
in the Bidding Document Addendum, then the new provisions or changes are deemed
non-existent and the applicable provisions are the initial Selection Documents,
2.4. After Provision of Explanation and before the deadline for submission of
bids, the Working Group for Elections can establish an Addendum to the Bidding
Document, based on new information that affects the substance of the Bidding
Document, 2.5. Each Addendum
specified is an integral part of the Bidding Document, 2.6. The Working Group
of Election Working Group announces the Addendum of the Bidding Document by
uploading the Addendum to the Bidding Document through the Electronic Procurement
System application no later than 3 (three) working days prior to the deadline
for submission of bids. If the Working Group of Elections will upload the
Bidding Document Addendum less than 3 (three) working days before the deadline
for submission of bids, the Working Group of Election shall postpone the
deadline for submission of bids, 2.7. Participants can download the Selection

Tahun Anggaran 2019 yaitu Penyiapan Dokumen Penawaran yaitu 1. Biaya
dalam Penyiapan Penawaran, 1.1. Peserta menanggung semua biaya dalam penyiapan
dan penyampaian penawaran, da1.2. Pokja
(Kelompok Kerja) Pemilihan tidak bertanggung jawab atas kerugian apapun yang
ditanggung oleh peserta. 2. Bahasa Penawaran, 2.1. Semua Dokumen Penawaran harus
menggunakan Bahasa Indonesia, 2.2. Dokumen penunjang yang terkait dengan
Dokumen Penawaran dapat menggunakan Bahasa Indonesia atau Bahasa Inggris, dan

Manajemen (SBM) UM (Universitas Mandailing) untuk memutakhirkan dengan memahami
Surat Edaran Nomor 10/SE/M/2018 tentang Pemberlakuan Standar Dokumen Pemilihan
Pengadaan Jasa Konstruksi Dalam Rangka Lelang Dini di Kementerian Pekerjaan
Umum dan Perumahan Rakyat untuk Tahun Anggaran 2019 yaitu Lampiran I Surat
Edaran Menteri Pekerjaan Umum dan Perumahan Rakyat Nomor 10 / SE / M / 2018
tentang Pemberlakuan Standar Dokumen Pemilihan Pengadaan Jasa Konstruksi dalam
Rangka Lelang Dini di Kementerian Pekerjaan Umum dan Perumahan Rakyat untuk
Tahun Anggaran 2019 yaitu Penyiapan Dokumen Penawaran yaitu 1. Masa
Berlaku Penawaran dan Jangka Waktu Pelaksanaan, 1.1. Masa berlaku penawaran
sesuai dengan ketentuan sebagaimana tercantum dalam Lembar Data pemilihan
(LDP), 1.2. Apabila evaluasi penawaran belum selesai dilaksanakan,
sebelum akhir masa berlakunya penawaran, Pokja (Kelompok Kerja) Pemilihan
meminta kepada seluruh peserta secara tertulis untuk memperpanjang masa
berlakunya surat penawaran dan/atau Jaminan Penawaran dalam jangka waktu
tertentu dan diperhitungkan paling kurang sampai perkiraan tanggal penandatanganan
kontrak, 1.3. Apabila penetapan pemenang telah disampaikan dan tidak ada
sanggah/sanggah banding, tetapi DIPA/DPA (Daftar Isian Pelaksanaan
Anggaran / Dokumen Pelaksanaan Anggaran) belum disahkan, Pokja (Kelompok
Kerja) Pemilihan meminta secara tertulis kepada pemenang tender untuk memperpanjang masa berlakunya penawaran dalam jangka
waktu tertentu dan diperhitungkan paling kurang sampai perkiraan tanggal
penandatanganan kontrak, 1.4. Berkaitan dengan 1.2 dan 1.3, maka peserta dapat:
a. menyetujui permintaan tersebut tanpa mengubah penawaran; atau b. menolak
permintaan tersebut dan dapat mengundurkan diri secara tertulis dengan tidak
dikenakan sanksi, dan 1.5. Jangka waktu pelaksanaan pekerjaan yang ditawarkan
tidak melebihi jangka waktu sebagaimana tercantum dalam Lembar Data pemilihan
(LDP); 2. Pengisian Data Kualifikasi, 2.1. Peserta berkewajiban untuk
mengisi formulir isian elektronik data kualifikasi dalam aplikasi Sistem
Pengadaan Secara Elektronik (SPSE) atau mengisi data penyedia pada aplikasi
Sistem Informasi Kinerja Penyedia (SIKaP), 2.2. Peserta tidak perlu mengunggah
hasil pemindaian (scan) dokumen
administrasi kualifikasi pada fasilitas unggahan Dokumen Penawaran, dan 2.3.
Dengan mengirimkan data kualifikasi melalui Sistem Pengadaan Secara Elektronik
(SPSE): a. dalam hal peserta tunggal, Data Kualifikasi dan pernyataan yang
menjadi bagian kualifikasi dianggap telah ditandatangani dan disetujui, dan b.
dalam hal peserta pemilihan ber-Kerja Sama Operasi (KSO), data Kualifikasi dan
pernyataan yang menjadi bagian kualifikasi dianggap telah ditandatangani dan
disetujui oleh pejabat yang menurut perjanjian Kerja Sama Operasi (KSO) berhak
mewakili/leadfirm Kerja Sama Operasi
(KSO); 3. Pakta Integritas, 3.1. Pakta Integritas berisi ikrar untuk mencegah
dan tidak melakukan kolusi, korupsi, dan nepotisme (KKN), serta akan mengikuti
proses pemilihan secara bersih, transparan, dan profesional, dan 3.2. Dengan
mendaftar sebagai peserta tender melalui aplikasi Sistem Pengadaan Secara
Elektronik (SPSE), maka peserta telah menandatangani Pakta Integritas, kecuali
untuk peserta yang melakukan Kerja Sama Operasi (KSO), maka badan usaha yang
ditunjuk mewakili/leadfirm Kerja Sama
Operasi (KSO) wajib menyampaikan pakta integritas anggota Kerja Sama Operasi
(KSO)-nya melalui fasilitas unggahan lainnya pada formulir isian elektronik

Bidding Documents namely 1. Bid Validity and Implementation Period, 1.1. The
validity period of the offer is in accordance with the provisions stated in the
Election Data Sheet, 1.2. If the bid evaluation has not been completed, before
the end of the validity period of the bid, the Election Working Group asks all
participants in writing to extend the validity period of the offer letter and /
or Bid Guarantee within a certain period and count at least until the estimated
date of signing the contract. 1.3. If the determination of the winner has been
submitted and there is no objection, but the Budget Implementation List /
Budget Implementation Document) has not yet been ratified, the Working Group of

fill in the provider data in the Provider Performance Information System application,
2.2. Participants do not need to upload the scan results of qualification
administrative documents at the Bid Document upload facility, and 2.3. By
sending qualification data through the Electronic Procurement System: a. in the
case of a single participant, the Qualification Data and the statement that
becomes part of the qualification are deemed signed and approved, and b. in the
case of the Election participant in the Joint Operation Operation, the
Qualification data and the statement that is part of the qualification are
considered to have been signed and approved by officials who, according to the
Joint Cooperation Agreement, are entitled to represent / leadfirm Operation
Cooperation; 3. Integrity Pact, 3.1. The Integrity Pact contains pledges to
prevent and not carry out collusion, corruption and nepotism, and will take
part of selection process in a clean, transparent and professional, and 3.2. By registering as a tender participant through the
application of the Electronic Procurement System, the participants have signed
the Integrity Pact, except for participants who conduct Operational Cooperation,
