(Peraturan Menteri Pendidikan dan Kebudayaan) Nomor 137 Tahun 2014 Tentang
Standar Nasional PAUD (Pendidikan Anak Usia Dini).
Standar
Nasional Pendidikan Anak Usia Dini (PAUD) adalah kriteria tentang pengelolaan
dan penyelenggaraan PAUD di seluruh wilayah hukum Negara Kesatuan Republik
Indonesia. Kriteria kemampuan yang dicapai anak pada seluruh aspek perkembangan
dan pertumbuhan mencakup aspek nilai agama dan moral, fisik-motorik, kognitif,
bahasa, sosial-emosional, serta seni.
The National Standard for Early
Childhood Education is a criterion on the management and implementation of
early childhood education in all jurisdictions of the Unitary State of the
Republic of Indonesia. The criteria of ability achieved by the children in all
aspects of development and growth include aspects of religious and moral
values, physical-motor, cognitive, language, social-emotional, and art.
Pendidikan
Anak Usia Dini merupakan upaya pembinaan yang ditujukan kepada anak sejak lahir
sampai usia 6 (enam) tahun yang dilakukan melalui pemberian rancangan
pendidikan untuk membantu pertumbuhan dan perkembangan jasmani dan rohani agar
anak memiliki kesiapan dalam memasuki pendidikan lebih lanjut.

Usia Dini) dilaksanakan pada suatu lembaga pendidikan dalam bentuk Taman
Kanak-kanak (TK)/Raudatul Athfal (RA)/Bustanul Athfal (BA), Kelompok Bermain
(KB), Taman Penitipan Anak (TPA), dan Satuan PAUD Sejenis (SPS).

Pada
dasarnya Standar PAUD (Pendidikan Anak Usia Dini) berfungsi sebagai :
a. dasar dalam perencanaan, pelaksanaan,
pengawasan, dan tindak lanjut pendidikan dalam rangka mewujudkan PAUD (Pendidikan
Anak Usia Dini) bermutu;
b. acuan setiap satuan dan program PAUD (Pendidikan
Anak Usia Dini) untuk mewujudkan tujuan pendidikan nasional; dan
c. dasar penjaminan mutu PAUD (Pendidikan
Anak Usia Dini).
Basically
Early Childhood Education standard has functions as :
a.
basic in planning, implementation, supervision, and follow up education in
order to realize Early Childhood Education with quality;
b.
reference each unit and program of Early Childhood Education (ECD) to realize
the goals of national education; and
c.
the basis of quality assurance of Early Childhood Education.
Standar
PAUD (Pendidikan Anak Usia Dini) bertujuan menjamin mutu pendidikan anak usia
dini dalam rangka memberikan landasan untuk :
a. melakukan stimulan pendidikan dalam
membantu pertumbuhan dan perkembangan jasmani dan rohani sesuai dengan tingkat
pencapaian perkembangan anak;
b. mengoptimalkan perkembangan anak
secara holistik dan integratif; dan
c. mempersiapkan pembentukan sikap, pengetahuan,
dan keterampilan anak.
Early Childhood Education standard aims to ensure the
quality of early childhood education in order to provide a basis for :
a.
doing educational stimulants in assisting physical and spiritual growth and
development in accordance with the level of child development achievement;
b.
optimizing child development holistically and integratively; and
c.
preparing for the formation of attitudes, knowledge, and skills of the child.

Indonesia pada
tahun 1990, telah menandatangani sebuah Deklarasi Dunia tentang Pendidikan
Untuk Semua (Education for All
Declaration) pada konferensi UNESCO, di Thailand. Deklarasi ini menjadi
komitmen bersama, untuk menyediakan pendidikan dasar yang bermutu dan non
diskriminatif, di masing-masing negara. Realisasi deklarasi tersebut juga
sekaligus merupakan upaya untuk memenuhi Hak Pendidikan (sesuai pasal 26
Deklarasi Umum Hak Asasi Manusia/DUHAM, bahwa “Setiap orang berhak memperoleh
pendidikan. Pendidikan harus Cuma-Cuma, setidak-tidaknya untuk tingkat sekolah
rendah dan pendidikan dasar. Pendidikan dasar diperlukan untuk menjaga
perdamaian.”)
Indonesia in 1990, has signed a World
Declaration on Education for All Declaration at the UNESCO conference in
Thailand. This declaration is a shared commitment, to provide quality and
non-discriminatory basic education, in each country. The realization of the
declaration is also at the same time an attempt to fulfill the Right to
Education (in accordance with article 26 of the Universal Declaration of Human
Rights, that "Everyone is entitled to education. Education must be free,
at least for low school and basic education. Basic education needed to keep the
peace.")
Pada tahun 2003,
pemerintah mengeluarkan sebuah Undang-Undang Nomor 20 Tahun 2003 tentang Sistem
Pendidikan Nasional, yang menjamin hak atas “pendidikan dasar” bagi warga
negara berusia tujuh hingga lima belas tahun. Namun, pendidikan untuk anak yang
berusia dibawah tujuh tahun tidak dimasukkan sebagai pendidikan dasar.
In 2003, the government passed a Law No. 20
of 2003 on the National Education System, which guaranteed the right to
"basic education" for citizens aged seven to fifteen. However,
education for children under the age of seven is not included as primary
education.
Padahal, istilah
pendidikan dasar seharusnya mulai berlaku mulai anak berusia 0-18 tahun. Hal
ini sesuai dengan usia golden age atau keemasan anak, yaitu usia 0-9
tahun. Sedangkan menurut Konvensi Anak, yang disebut anak yaitu yang berusia
0-18 tahun. Jadi seharusnya UU mengenai Sistem Pendidikan Nasional tersebut
mengakomodir usia anak dari umur 0-18 tahun tersebut.

Salah satu
pemenuhan hak pendidikan sejak dini pada usia 3-5 tahun yang kemudian dilakukan
masyarakat dan pemerintah yaitu program Pendidikan Anak Usia Dini (PAUD).
Didalam pelaksanaannya, setiap kelurahan yang ada di Indonesia didorong untuk
memiliki minimal satu PAUD (Pendidikan Anak Usia Dini). PAUD (Pendidikan Anak
Usia Dini) merupakan alternatif pemenuhan hak pendidikan selain Taman
Kanak-Kanak (TK) atau Taman Pendidikan Al-Qur’an (TPA).
One of the fulfillment of the right to early

Berdasarkan
Peraturan Menteri Pendidikan Nasional Nomor 13 Tahun 2005, Pendidikan Anak Usia
Dini (PAUD) termasuk dalam jenis pendidikan Non
Formal. Pendidikan Non Formal
selain Pendidikan Anak Usia Dini (PAUD) yaitu Tempat Penitipan Anak (TPA), Play Group
dan Pendidikan Anak Usia Dini (PAUD) Sejenis. Pendidikan Anak Usia Dini (PAUD)
sejenis artinya Pendidikan Anak Usia Dini (PAUD) yang diselenggarakan bersama
dengan program Posyandu (Pos
Pelayanan Terpadu) untuk kesehatan ibu dan anak. Sedangkan pada Departemen
Pendidikan Nasional (Depdiknas), Pendidikan Anak Usia Dini (PAUD) dimasukkan
kedalam program Pendidikan Luar Sekolah (PLS).
Based on the Regulation of the Minister of
National Education No. 13 of 2005, early childhood education included in the
type of Non Formal education. Non Formal Education in addition to Early
Childhood Education, namely Child Care Center, Play Group and Early Childhood
Education. Early Childhood Education is similar to that of Early Childhood
Education which is jointly organized with Integrated Service Post for maternal
and child health. While at the Department of National Education (MoNE,
Ministery of National Education), Early Childhood Education is included in the
program of Out of School Education.
Pada penyelenggaraan Pendidikan Anak
Usia Dini (PAUD), jenis pendidikan ini tidak menggunakan kurikulum baku dari
Depdiknas (Departemen Pendidikan Nasional), melainkan menggunakan rencana
pengajaran yang disebut Menu Besar. Menu Besar ini mencakup pendidikan moral
dan nilai keagamaan, fisik/motorik, bahasa, sosial-emosional dan seni. Panduan
dalam Menu Besar ini akan dikembangkan oleh tiap Pendidikan Anak Usia Dini
(PAUD), berdasarkan kebutuhan dan kemampuan masing-masing Pendidikan Anak Usia
Dini (PAUD).
In
the implementation of Early Childhood Education, this type of education does
not use the standard curriculum of the Ministry of National Education, but uses
a teaching plan called the Large Menu. The Great Menu includes education moral and
religious, physical / motor, language, social-emotional and artistic values.
Guides in this Large Menu will be developed by each Early Childhood Education,
based on the needs and capabilities of each Early Childhood Education.
Selain tidak menggunakan kurikulum
baku, Pendidikan Anak Usia Dini (PAUD) juga ditujukan untuk kalangan ekonomi
miskin. Karena biasanya Pendidikan Anak Usia Dini (PAUD) tidak menarik iuran
sekolah atau menarik iuran dengan jumlah yang sangat kecil. Hal ini untuk
memenuhi hak pendidikan anak, mendapatkan pendidikan dasar secara cuma-cuma
(Pasal 31 Konvensi Hak Anak).
In

Namun di beberapa Pendidikan Anak
Usia Dini (PAUD), setelah berjalan dengan tidak adanya penarikan biaya,
dikarenakan biaya operasional biasanya merupakan sumbangan dari berbagai pihak
di masyarakat, ternyata mengalami beberapa kendala. Misalnya sumbangan yang
didapat hanya dapat memenuhi bahan belajar murid, namun hal lain seperti honor
para pendidik tidak dapat terpenuhi. Padahal, para pengajar Pendidikan Anak
Usia Dini (PAUD) seringkali memerlukan uang transport
untuk menjangkau Pendidikan Anak Usia Dini (PAUD) yang dibina. Selain itu, para
orangtua murid juga meminta adanya rekreasi bersama atau pemakaian baju
seragam. Dan untuk kebutuhan seperti ini, Pendidikan Anak Usia Dini (PAUD)
seringkali tidak memiliki dana. Kemudian, beberapa Pendidikan Anak Usia Dini
(PAUD) akhirnya menarik iuran sekolah. Tentunya iuran ini tidak bisa besar
jumlahnya, karena para murid Pendidikan Anak Usia Dini (PAUD) berasal dari
keluarga miskin. Rata-rata mereka mengeluarkan sekitar 1.000 perhari (dengan
jam belajar hanya 2-3 kali seminggu) atau 10.000 per bulan.

tuition. Of course, this fee can not be large in number, because the students
of Early Childhood Education come from poor families. On average they spend about
1,000 per day (with learning hours only 2-3 times a week) or 10,000 per month.
Pemerintah melalui Departemen
Pendidikan Nasional terutama Direktorat Jendral Pendidikan Luar Sekolah (PLS),
sebetulnya sudah menyediakan dana untuk operasional Pendidikan Anak Usia Dini
(PAUD). Namun dana yang ada ternyata tidak mencukupi kebutuhan operasional
seluruh Pendidikan Anak Usia Dini (PAUD). Akhirnya dilakukan secara bergilir,
pengguliran dana tersebut, dengan cara mengajukan proposal.
The

operational of Early Childhood Education. However, the existing funding was not
sufficient for the operational needs of all Early Childhood Education. Finally

Dari masalah pembiayaan yang terjadi
di Pendidikan Anak Usia Dini (PAUD) tersebut, apabila berdasarkan Deklarasi
Umum Hak Asasi Manusia/DUHAM Pasal 26 tadi, maka akan terjadi kontradiksi.
Pemenuhan hak pendidikan seharusnya gratis, namun kenyataannya belum bisa
gratis. Bahwa untuk memenuhi hak pendidikan secara penuh, ternyata masih
diperlukan biaya yang harus dikeluarkan oleh masyarakat. Sebetulnya, masalah
seperti itu tidak harus terjadi jika pemerintah melakukan upaya-upaya pemenuhan
hak pendidikan dengan maksimal.
From

education should be free, but the reality can not be free. That to fulfill the
right of education in full, it is still necessary cost to be incurred by
society. In fact, such problems should not occur if the government makes
efforts to fulfill the right to education maximally.
Pertama, pemerintah seharusnya
memasukkan Pendidikan Anak Usia Dini (PAUD) berusia dibawah 7 tahun sebagai suatu
pendidikan dasar, yang harus dipenuhi pada warga negaranya, sehingga Pendidikan
Anak Usia Dini (PAUD) menjadi salah satu
prioritas pemenuhan pendidikan dasar sesuai UU (Undang – Undang) yang berlaku.

Kedua, anggaran pendidikan
tersendiri, tidak disatukan dengan anggaran kesehatan dan jumlahnya seharusnya
terbesar dari pengeluaran negara lainnya di dalam Anggaran Pendapatan dan
Belanja Negara (APBN).
Secondly,

Ketiga, dialokasikannya anggaran
pendidikan yang terbesar jumlahnya dari pengeluaran daerah lainnya dalam
Anggaran Pendapatan dan Belanja Daerah (APBD).
Third,

Keempat, pengumpulan dana pajak atau
retribusi dari perusahaan-perusahaan yang berada di wilayah Pendidikan Anak
Usia Dini (PAUD), yang dilakukan oleh pemerintah setempat misalnya tiap
kelurahan atau desa, yang dipergunakan terutama untuk pembiayaan pendidikan
dasar, baik Pendidikan Anak Usia Dini (PAUD), TK (Taaman Kanak – Kanak), TPA
(Taman Pendidikan Al-Qur’an), SD (Sekolah Dasar), MI (Madrasah Ibtidaiyah) sampai
tingkat SMP (Sekolah Menengah Pertama). Dan yang terakhir, pengumpulan dana
swadaya masyarakat, baik dilakukan oleh LSM (Lembaga Swadaya Masyarakat) atau
masyarakat sendiri, terutama di tujukan untuk pemenuhan pendidikan bagi
warganya sendiri.
Fourth,

Undang-Undang Aparatur
Sipil Negara adalah undang-undang yang mengatur profesi bagi pegawai
negeri sipil dan pegawai pemerintah dengan perjanjian kerja yang bekerja pada
instansi pemerintah. Undang-Undang ini disingkat dengan UU ASN. Setelah UU
(Undang – Undang) tentang Aparatur Sipil Negara (ASN) disahkan DPR RI (Dewan
Perwakilan Rakyat Republik Indonesia) pada 19 Desember 2013, Presiden
Susilo Bambang Yudhoyono telah menandatangani UU (Undang –
Undang) tersebut pada tanggal 15 Januari 2014, dengan nomor 5. UU (Undang –
Undang) ini menggantikan Undang-Undang nomor 8 tahun 1974 juncto Undang-Undang
nomor 43 tahun 1999 tentang Pokok-Pokok Kepegawaian.
The State Civil
Apparatus Act is a law regulating
the profession for civil servants and government employees with employment
agreements working with government agencies. This law is abbreviated as UU ASN
(in Bahasa). After the Act on the State Civil Apparatus was passed by the House
of Representatives of Republic of Indonesia on December 19th, 2013,
President Susilo Bambang Yudhoyono signed the Act on January 15th, 2014, 5. The
Act supersedes Law No. 8 of 1974 in conjunction with Law No. 43 of 1999 on the
Principles of Personnel.
Dengan berlakunya
Undang-Undang nomor 5 tahun 2014 tentang ASN (Aparatur Sipil Negara) ini,
pegawai negeri sipil (PNS) yang pensiun per Februari 2014 otomatis diperpanjang
dua tahun. UU ASN (Undang – Undang Aparatur Sipil Negara) telah melalui 84
rapat, antara lain rapat para menteri yang dipimpin Wakil Presiden, rapat
pejabat senior Kementerian terkait,
dan tiga rapat terbatas kabinet yang dipimpin oleh Presiden. Pemerintah
membutuhkan 2,5 tahun untuk menyiapkan RUU ASN (Rancangan Undang – Undang
Aparatur Sipil Negara) sebelum akhirnya sampai di meja DPR-RI (Dewan
Perwakilan Rakyat Republik Indonesia), yang akhirnya menjadi RUU (Rancangan
Undang – Undang) inisiatif DPR
RI (Dewan Perwakilan Rakyat Republik Indonesia).
With the enactment of Law No. 5 of 2014 on this State Civil
Servant, civil servants who retired as of February 2014 automatically renewed
two years. The Law of State Civil Apparatus has been through 84 meetings,
including ministerial meetings led by Vice President, senior ministerial
officials meeting, and three limited cabinet meetings led by the President. The
government needs 2.5 years to prepare the draft bill of state apparatus before
finally reaching the table of the House of Representatives of Republic of
Indonesia, which eventually becomes the bill (Draft Law) of the initiative of the
House of Representative of the Republic of Indonesia.
Dalam pembangunan
Sumber Daya Manusia Aparatur Negara pada tahun 2012, ASN (Aparatur Sipil
Negara) memiliki kekuatan dan kemampuan terbatas, karena azas merit tidak dilaksanakan secara efektif
dalam manajemen SDM ASN (Sumber Daya Manusia Aparatur Sipil Negara). Hal itu
ditunjukkan dengan rendahnya integritas, pengembangan kapasitas tidak
dilaksanakan, kesejahteraan rendah, dan tidak berkeadilan.
In the development of the State Apparatus Human Resources in
2012, State Civil Apparatus has limited strength and capability, because the
merit principle is not effectively implemented in human resource management of Civil
State Apparatus. This is indicated by low integrity, capacity building not
implemented, low welfare, and unfairness.
Menuju tahun 2025,
apalagi setelah disahkannya UU ASN (Undang – Undang Aparatur Sipil Negara),
aparatur negara memiliki kekuatan dan kemampuan profesional kelas dunia,
berintegritas tinggi, non parsial
dalam melaksanakan tugas, berbudaya kerja tinggi, dan kesejahteraan tinggi.
Serta dipercaya publik dengan dukungan SDM (Sumber Daya Manusia) unggulan di
bawah kepemimpinan presiden.
Toward the year 2025, especially after the enactment of State Civil
Apparatus Act, the state apparatus has the power and ability of world-class
professionals, high integrity, non-partial in carrying out duties, high work
culture, and high prosperity. And trusted the public with the support of human
resources seeded under the leadership of
the president.
