STRUKTUR KURIKULUM
CURRICULUM STRUCTURE
Struktur kurikulum
merupakan pola dan susunan bidang pembelajaran yang harus ditempuh oleh peserta
didik pada satuan pendidikan dalam kegiatan pembelajaran. Struktur kurikulum di
TK Labschool UPI disusun berdasarkan
standar tingkat pencapaian perkembangan anak usia dini.
The structure of the curriculum is the pattern and the
composition of the field of learning that must be pursued by learners on the
unit of education in learning activities. The curriculum structure at UPI Kindergarten
Labschool is prepared based on the standard of achievement level of early
childhood development.

Lingkup perkembangan anak
yang distimulasi di TK Labschool UPI
mengacu pada Peraturan Menteri No. 58 Tahun 2009 yang mencakup beberapa aspek
perkembangan, yaitu : Moral dan
Nilai-nilai Agama, Fisik – Motorik, Kemampuan Berbahasa, Kognitif, Sosial –
Emosional, dan Kemandirian.
The scope of child development that is stimulated in UPI Kindergarten
Labschool refers to Ministerial Regulation no. 58 Year 2009 which covers
several aspects of development, namely : Moral and Values of Religion, Physical
- Motor, Speech, Cognitive, Social - Emotional, and Independence.

TK Labschool UPI menerapkan pengelolaan kelas antara lain:

Peserta didik
mengikuti pembelajaran sesuai dengan yang telah diprogramkan dalam struktur
kurikulum;

dimulai pada pagi hari hingga siang hari (half day).

Bidang pengembangan
merupakan bahan ajar yang akan diberikan pada anak didik dengan menggunakan
pendekatan tematik, yang mencakup beberapa aspek perkembangan, yaitu : Moral
dan Nilai-nilai Agama, Sosial, Emosional dan Kemandirian, Kemampuan Berbahasa,
Kognitif, dan Fisik – Motorik.
The field
of development is a teaching material that will be given to students by using
thematic approach, which includes several aspects of development, namely: Moral

A. Background.
Sejak tahun 1990-an dunia
pendidikan mulai terbuka akan pentingnya pendidikan anak usia dini sebagai
pendidikan yang paling awal yang diselenggarakan sejak anak dilahirkan hingga
memasuki pendidikan dasar. Taman Kanak-kanak yang baik diyakini dapat
melejitkan perkembangan anak di masa emas perkembangannya. Undang-undang Nomor
20 Tahun 2003 tentang sistem Pendidikan Nasional mengamanatkan bahwa,
“Pendidikan di Taman Kanak-kanak adalah suatu upaya pembinaan yang ditujukan
kepada anak sejak lahir sampai dengan usia enam tahun yang dilakukan melalui
pemberian rangsangan pendidikan untuk membantu pertumbuhan dan perkembangan
jasmani dan rohani agar anak memiliki kesiapan dalam memasuki pendidikan lebih
lanjut”. Lebih lanjut dinyatakan dalam Undang-undang RI (Republik Indonesia)
nomor 20 tahun 2003 tentang sistem pendidikan nasional pasal 28, bahwa :

jenjang pendidikan dasar;
(2) Pendidikan anak usia dini dapat diselenggarakan
melalui jalur formal, nonformal dan/atau informal;
(3) Pendidikan anak usia dini pada jalur formal berbentuk Taman Kanak-kanak,
Raudatul Athfal (RA), atau bentuk lain yang sederajat;
(4) Pendidikan anak usia dini pada jalur pendidikan nonformal berbentuk kelompok bermain
(KB), taman penitipan anak (TPA), atau bentuk lain yang sederajat; dan
(5) Pendidikan anak usia dini pada jalur pendidikan informal berbentuk pendidikan keluarga
atau pendidikan yang diselenggarakan oleh lingkungan.
(1) Early
childhood education is held before the level of basic education;
(2) Early
childhood education can be conducted through formal, non-formal and / or
informal channels;
(3) Early
childhood education in the formal form of Kindergarten, Raudatul Athfal (RA),
or other equivalent forms;
(4) Early
childhood education on non-formal education channels in the form of playgroup,
childcare park, or other similar forms; and
(5) Early
childhood education in the informal education path is in the form of family
education or education organized by the environment.

TK/TKLB/RA, KB, dan TPA (Taaman Kanak – Kanak / Taman Kanak – Kanak Luar Biasa
/ Raudatul Athfal, Kelompok Bermain dan Taman Pendidikan Anak), di masyarakat
berkembang bentuk-bentuk layanan PAUD (Pendidikan Anak Usia Dini) lainnya yang
dikelompokkan dalam bentuk satuan PAUD (Pendidikan Anak Usia Dini) sejenis,
seperti Pos PAUD /Taman Posyandu, PAUD Berbasis Pendidikan Agama Islam, PAUD
Bina Iman Anak, PAUD Pembinaan Anak Kristen, dll. Guna memberikan acuan kepada
masyarakat, Pemerintah memandang perlu menyediakan ”Petunjuk Teknis
Penyelenggaraan Taman Kanak - Kanak” .

Taman Kanak-Kanak yang
selanjutya disingkat TK adalah salah satu bentuk satuan PAUD pada jalur pendidikan
formal yang menyelenggarakan program pendidikan bagi anak berusia 4 tahun
sampai dengan 6 tahun dengan prioritas usia 5 dan 6 tahun.

Sudah kita maklumi bersama bahwa
pendidikan anak usia dini merupakan salah satu bentuk satuan pendidikan pada
jenjang pendidikan anak usia dini yang pada hakekatnya adalah pendidikan yang
diselenggarakan dengan tujuan untuk memfasilitasi pertumbuhan dan perkembangan
anak secara menyeluruh atau menekankan pada pengembangan seluruh aspek
kepribadian anak.

an education that is held with the aim to facilitate the growth and development

pendidikan anak usia dini merupakan salah satu bentuk satuan pendidikan pada
jenjang pendidikan anak usia dini yang pada hakekatnya adalah pendidikan yang
diselenggarakan dengan tujuan untuk memfasilitasi pertumbuhan dan perkembangan
anak secara menyeluruh atau menekankan pada pengembangan seluruh aspek
kepribadian anak.

perkembangannya, serta memiliki motivasi dan sikap belajar yang positif.

Pendidikan Anak Usia Dini merupakan
bagian dari pencapaian tujuan pendidikan nasional, sebagaimana diatur dalam
Undang-Undang Nomor 2 Tahun 1989 tentang Sistem Pendidikan Nasional yaitu
mencerdaskan kehidupan bangsa dan mengembangkan manusia Indonesia seutuhnya
yaitu manusia yang beriman dan bertaqwa terhadap Tuhan Yang Maha Esa dan
berbudi luhur, memiliki pengetahuan dan keterampilan, kesehatan jasmani dan
rohani, kepribadian yang mantap dan mandiri serta rasa tanggung jawab
kemasyarakatan dan kebangsaan.
Early
Childhood Education is part of the achievement of national education
objectives, as regulated in Law No. 2 of 1989 on the National Education System
that is to educate the life of the nation and develop a complete Indonesian man
who is a believer and devoted to God Almighty and virtuous, possessing
knowledge and skills, physical and mental health, a stable and independent
personality and a sense of community and national responsibility.
Selanjutnya pada Pasal 28B Ayat 2
dinyatakan bahwa setiap anak berhak atas kelangsungan hidup, tumbuh dan
berkembang serta berhak atas perlindungan dari kekerasan dan diskriminasi,
sedangkan pada Pasal 28 C Ayat 2 dinyatakan bahwa setiap anak berhak
mengembangkan diri melalui pemenuhan kebutuhan dasarnya, berhak mendapatkan
pendidikan dan memperoleh manfaat dari ilmu pengetahuan dan teknologi, seni dan
budaya, demi meningkatkan kualitas hidupnya dan demi kesejahteraan umat
manusia.
Furthermore,
Article 28B Paragraph 2 states that every child has the right to survive, grow
and develop and is entitled to protection from violence and discrimination,
whereas in Article 28 C Paragraph 2 stated that every child has the right to
develop himself through the fulfillment of his basic needs, benefit from
science and technology, art and culture, to improve the quality of life and for
the welfare of mankind.
Selanjutnya berdasarkan UU RI (Republik
Indonesia) Nomor. 20 Tahun 2003 tentang Sistem Pendidikan Nasional Bab 1, Pasal
1, Butir 14 dinyatakan bahwa Pendidikan Anak Usia Dini adalah suatu upaya
pembinaan yang ditujukan kepada anak sejak lahir sampai dengan usia 6 tahun
yang dilakukan melalui pemberian rangsangan pendidikan untuk membantu
pertumbuhan dan perkembangan jasmani dan rohani agar anak memiliki kesiapan
dalam memasuki pendidikan lebih lanjut. Sedangkan pada pasal 28 tentang
Pendidikan Anak Usia Dini dinyatakan bahwa (1) Pendidikan Anak Usia Dini
diselenggarakan sebelum jenjang pendidikan dasar, (2) Pendidkan Anak usia dini
dapat diselenggarakan melalui jalur pendidkan formal, non formal, dan/atau informal, (3) Pendidikan anak usia dini jalur pendidikan formal :
TK (Taman Kanak – Kanak), RA (Raudhatul Athfal), atau bentuk lain yang
sederajat, (4) Pendidikan anak usia dini jalur pendidikan non formal: KB (Kelompok Bermain), TPA
(Taman Pendidikan Anak), atau bentuk lain yang sederajat, (5) Pendidikan usia
dini jalur pendidikan informal: pendidikan keluarga atau pendidikan yang
diselenggarakan oleh lingkungan, dan (6) Ketentuan mengenai pendidikan anak
usia dini sebagaimana dimaksud dalam ayat (1), ayat (2), ayat (3), dan ayat (4)
diatur lebih lanjut dengan peraturan pemerintah.
Furthermore,
based on Law of RI (Republic of Indonesia) Number. 20 of 2003 on National
Education System Chapter 1, Article 1, Item 14 states that Early Childhood
Education is a coaching effort aimed at children from birth up to the age of 6
years conducted through the provision of educational stimuli to assist growth
and physical and spiritual development so that children have readiness in
entering further education. Whereas in article 28 on Early Childhood Education
it is stated that (1) Early Childhood Education is held before the level of
basic education, (2) Early Childhood education can be conducted through formal,
informal, and / or informal education channels, (3) Early childhood education
formal education path : Kindergarten, RA (Raudathul Athfal), or other similar
forms, (4) Early childhood education of non-formal education : Playing Group, Children's
Education Park, or other similar forms, (5) Early childhood education in
informal education pathway : education family or education organized by the
environment, and (6) Provisions concerning early childhood education as
referred to in paragraph (1), paragraph (2), paragraph (3) and paragraph (4)
shall be further regulated under a government regulation.
Selanjutnya
berdasarkan UU (Undang – Undang) RI (Republik Indonesia) Nomor 23 Tahun 2002
Pasal 9 Ayat 1 tentang Perlindungan Anak dinyatakan bahwa setiap anak berhak
memperoleh pendidikan dalam rangka pengembangan pribadinya dan tingkat
kecerdasannya sesuai dengan minat dan bakatnya.

dipertanggung jawabkan.

Merupakan peletak dasar atau pondasi awal bagi
pertumbuhan dan perkembangan selanjutnya. Dibutuhkan situasi dan kondisi yang
kondusif pada saat memberikan stimulasi dan upaya-upaya pendidikan yang sesuai
dengan kebutuhan anak yang berbeda satu dengan yang lainnya (individual differences).

antropologis (anak hidup dalam suatu budaya dari mana dia berasal).

Aksiologis, isi kurikulum haruslah benar dan dapat

kebahagiaan dalam kehidupan anak sesuai dengan akar budaya di mana mereka hidup
(estetika) serta nilai-nilai agama yang dianutnya.

anak. Konsep keilmuan PAUD (Pendidikan Anak Usia Dini) bersifat isomorfis
artinya kerangka keilmuan PAUD dibangun dari interdisiplin ilmu yang merupakan
gabungan dari beberapa disiplin ilmu, diantaranya : psikologi, fisiologi,
sosiologi, ilmu pendidikan anak, antropologi, humaniora, kesehatan, dan gizi
serta neurosains (ilmu tentang perkembangan otak manusia). Dalam mengembangkan
potensi belajar anak, harus diperhatikan aspek-aspek pengembangan yang akan
dikembangkan sesuai dengan disiplin ilmu yang saling berhubungan dan
terintegrasi sehingga diharapkan anak dapat menguasai beberapa kemampuan dengan
baik.

Selanjutnya berdasarkan aspek pedagogis, masa usia dini
merupakan masa peletak dasar atau pondasi awal bagi pertumbuhan dan
perkembangan selanjutnya. Artinya masa kanak-kanak bahagia merupakan dasar
keberhasilan di masa datang dan sebaliknya. Agar pertumbuhan dan perkembangan
tercapai secara optimal, dibutuhkan situasi dan kondisi yang kondusif pada saat
memberikan stimulasi dan upaya-upaya pendidikan yang sesuai dengan kebutuhan
anak (individual differences).
Furthermore, based on

childhood is the basis of future success and vice versa. In order for growth
and development to be achieved optimally, it takes a conducive situation and

A. BACKGROUND
Pendidikan Anak Usia Dini
(PAUD) sebagai strategi pembangunan sumber daya manusia haruslah dipandang
sebagai titik sentral dan sangat mendasar serta strategis mengingat bahwa :

strategic considering that :
1. Usia dini ini merupakan masa keemasan (the golden
age), namun sekaligus periode yang sangat kritis dalam tahap perkembangan
manusia. Hasil penelitian yang dilakukan oleh Dr Benjamin S. Bloom, Professor
of Education, University of Chicago mengungkapkan bahwa pada usia 4 tahun 50%
dari kapabilitas kecerdasan seorang anak telah terbentuk. Pada usia 8 tahun
telah mencapai 80% dan pada usia 18 tahun, inteligensia dewasa seorang anak
telah komplit terbentuk.
2. Pertumbuhan dan perkembangan anak pada usia dini
bahkan sejak dalam kandungan sangat menentukan kualitas kesehatan, kecerdasan,
dan kematangan emosional manusia pada tahap berikutnya. Dengan demikian
investasi pengembangan anak usia dini merupakan investasi yang sangat penting
bagi Sumber Daya Manusia yang berkualitas.
3. Undang Undang Nomor 20 Tahun 2003 tentang Sistem
Pendidikan Nasional mengamanatkan dengan tegas perlunya penanganan pendidikan
anak usia dini, hal tersebut bisa dilihat pada pasal 1 butir 14 yang menyatakan
bahwa : Pendidikan anak usia dini adalah suatu upaya pembinaan yang ditujukan
kepada anak sejak lahir.

Pendidikan Anak Usia Dini merupakan
bagian dari pencapaian tujuan pendidikan nasional, sebagaimana diatur dalam
Undang-Undang Nomor 2 Tahun 1989 tentang Sistem Pendidikan Nasional yaitu
mencerdaskan kehidupan bangsa dan mengembangkan manusia Indonesia seutuhnya
yaitu manusia yang beriman dan bertaqwa terhadap Tuhan Yang Maha Esa dan
berbudi luhur, memiliki pengetahuan dan keterampilan, kesehatan jasmani dan
rohani, kepribadian yang mantap dan mandiri serta rasa tanggung jawab

Early
Childhood Education is part of the achievement of national education
objectives, as regulated in Law No. 2 of 1989 on the National Education System
that is to educate the life of the nation and develop a complete Indonesian man

knowledge and skills, physical and mental health, a stable and independent
personality and a sense of community and national responsibility.
Selanjutnya pada Pasal 28B Ayat 2
dinyatakan bahwa setiap anak berhak atas kelangsungan hidup, tumbuh dan
berkembang serta berhak atas perlindungan dari kekerasan dan diskriminasi,
sedangkan pada Pasal 28 C Ayat 2 dinyatakan bahwa setiap anak berhak
mengembangkan diri melalui pemenuhan kebutuhan dasarnya, berhak mendapatkan
pendidikan dan memperoleh manfaat dari ilmu pengetahuan dan teknologi, seni dan
budaya, demi meningkatkan kualitas hidupnya dan demi kesejahteraan umat
manusia.
Furthermore,
Article 28B Paragraph 2 states that every child has the right to survive, grow
and develop and is entitled to protection from violence and discrimination,
whereas in Article 28 C Paragraph 2 stated that every child has the right to
develop himself through the fulfillment of his basic needs, benefit from
science and technology, art and culture, to improve the quality of life and for
the welfare of mankind.
Selanjutnya berdasarkan UU RI (Republik
Indonesia) Nomor. 20 Tahun 2003 tentang Sistem Pendidikan Nasional Bab 1, Pasal
1, Butir 14 dinyatakan bahwa Pendidikan Anak Usia Dini adalah suatu upaya
pembinaan yang ditujukan kepada anak sejak lahir sampai dengan usia 6 tahun
yang dilakukan melalui pemberian rangsangan pendidikan untuk membantu
pertumbuhan dan perkembangan jasmani dan rohani agar anak memiliki kesiapan
dalam memasuki pendidikan lebih lanjut. Sedangkan pada pasal 28 tentang
Pendidikan Anak Usia Dini dinyatakan bahwa (1) Pendidikan Anak Usia Dini
diselenggarakan sebelum jenjang pendidikan dasar, (2) Pendidkan Anak usia dini
dapat diselenggarakan melalui jalur pendidkan formal, non formal, dan/atau informal, (3) Pendidikan anak usia dini jalur pendidikan formal :
TK (Taman Kanak – Kanak), RA (Raudhatul Athfal), atau bentuk lain yang
sederajat, (4) Pendidikan anak usia dini jalur pendidikan non formal: KB (Kelompok Bermain), TPA
(Taman Pendidikan Anak), atau bentuk lain yang sederajat, (5) Pendidikan usia
dini jalur pendidikan informal: pendidikan keluarga atau pendidikan yang
diselenggarakan oleh lingkungan, dan (6) Ketentuan mengenai pendidikan anak
usia dini sebagaimana dimaksud dalam ayat (1), ayat (2), ayat (3), dan ayat (4)
diatur lebih lanjut dengan peraturan pemerintah.
Furthermore,
based on Law of RI (Republic of Indonesia) Number. 20 of 2003 on National
Education System Chapter 1, Article 1, Item 14 states that Early Childhood
Education is a coaching effort aimed at children from birth up to the age of 6
years conducted through the provision of educational stimuli to assist growth
and physical and spiritual development so that children have readiness in
entering further education. Whereas in article 28 on Early Childhood Education
it is stated that (1) Early Childhood Education is held before the level of
basic education, (2) Early Childhood education can be conducted through formal,
informal, and / or informal education channels, (3) Early childhood education
formal education path : Kindergarten, RA (Raudathul Athfal), or other similar
forms, (4) Early childhood education of non-formal education : Playing Group, Children's
Education Park, or other similar forms, (5) Early childhood education in
informal education pathway : education family or education organized by the
environment, and (6) Provisions concerning early childhood education as
referred to in paragraph (1), paragraph (2), paragraph (3) and paragraph (4)
shall be further regulated under a government regulation.
Selanjutnya
berdasarkan UU (Undang – Undang) RI (Republik Indonesia) Nomor 23 Tahun 2002
Pasal 9 Ayat 1 tentang Perlindungan Anak dinyatakan bahwa setiap anak berhak
memperoleh pendidikan dalam rangka pengembangan pribadinya dan tingkat
kecerdasannya sesuai dengan minat dan bakatnya.

nilai-nilai yang dianut oleh lingkungan di sekitarnya yang meliputi faktor
budaya, keindahan, kesenian dan kebiasaan-kebiasaan sosial yang dapat
dipertanggung jawabkan.
Early childhood

environment that includes factors of cultural, beauty, art and social habits
that can be accountable.
Merupakan peletak dasar atau pondasi awal bagi
pertumbuhan dan perkembangan selanjutnya. Dibutuhkan situasi dan kondisi yang
kondusif pada saat memberikan stimulasi dan upaya-upaya pendidikan yang sesuai
dengan kebutuhan anak yang berbeda satu dengan yang lainnya (individual differences).

Ontologis, anak sebagai makhluk individu yang mempunyai

yang terbentuk karena situasi, seperti: senang, sedih, marah, kecewa, dihargai,
dan sebagainya), sosiologis (anak membutuhkan teman untuk bermain),
antropologis (anak hidup dalam suatu budaya dari mana dia berasal).

Epistomologis, pembelajaran pada anak usia dini haruslah
menggunakan konsep belajar sambil bermain (learning
by playing), belajar sambil berbuat (learning
by doing), dan belajar melalui stimulasi (learning by stimulating).

learning in early childhood must use learning by playing, learning by doing,
and learning by stimulation.
Aksiologis, isi kurikulum haruslah benar dan dapat
dipertanggungjawabkan dalam rangka optimalisasi seluruh potensi anak (etis) dan
berhubungan dengan nilai seni, keindahan dan keselarasan yang mengarah pada
kebahagiaan dalam kehidupan anak sesuai dengan akar budaya di mana mereka hidup
(estetika) serta nilai-nilai agama yang dianutnya.

Pendidikan anak usia dini pada dasarnya harus meliputi
aspek keilmuan yang menunjang kehidupan anak dan terkait dengan perkembangan
anak. Konsep keilmuan PAUD (Pendidikan Anak Usia Dini) bersifat isomorfis
artinya kerangka keilmuan PAUD dibangun dari interdisiplin ilmu yang merupakan
gabungan dari beberapa disiplin ilmu, diantaranya : psikologi, fisiologi,
sosiologi, ilmu pendidikan anak, antropologi, humaniora, kesehatan, dan gizi
serta neurosains (ilmu tentang perkembangan otak manusia). Dalam mengembangkan
potensi belajar anak, harus diperhatikan aspek-aspek pengembangan yang akan
dikembangkan sesuai dengan disiplin ilmu yang saling berhubungan dan
terintegrasi sehingga diharapkan anak dapat menguasai beberapa kemampuan dengan
baik.
Early childhood
education should basically cover aspects of the science that support the
child's life and related to the child's development. The concept of early
childhood education is an isomorphic meaning that the framework of early
childhood science is built from sciences interdisciplinary which is a
combination of several disciplines, including : psychology, physiology,
sociology, children's education, anthropology, humanities, health, and
nutrition and neuroscience science (science of human brain development). In
developing children's learning potential, attention must be paid to aspects of
development that will be developed in accordance science disciplines with
interrelated and integrated so that children are expected to master some skills
well.
Selanjutnya berdasarkan aspek pedagogis, masa usia dini
merupakan masa peletak dasar atau pondasi awal bagi pertumbuhan dan
perkembangan selanjutnya. Artinya masa kanak-kanak bahagia merupakan dasar
keberhasilan di masa datang dan sebaliknya. Agar pertumbuhan dan perkembangan
tercapai secara optimal, dibutuhkan situasi dan kondisi yang kondusif pada saat
memberikan stimulasi dan upaya-upaya pendidikan yang sesuai dengan kebutuhan
anak (individual differences).
Furthermore, based on
the pedagogical aspect, early childhood is the time to lay the foundation or
the initial foundation for further growth and development. It means happy
childhood is the basis of future success and vice versa. In order for growth
and development to be achieved optimally, it takes a conducive situation and
condition when providing stimulation and educational efforts that are in
accordance with individual needs (individual differences).
Demikianlah uraian singkat perihal landasan atau dasar
hukum pendidikan anak usia dini. Semoga dapat menambah wawasan sahabat-sahabat
membumikan pendidikan tentang pendidikan anak usia dini dan bisa bermanfaat.

Pendidikan Anak Usia Dini
(PAUD) sebagai strategi pembangunan sumber daya manusia haruslah dipandang
sebagai titik sentral dan sangat mendasar serta strategis mengingat bahwa :

development strategy should be viewed as a central point and very basic and
strategic considering that :
1. Usia dini ini merupakan masa keemasan (the golden
age), namun sekaligus periode yang sangat kritis dalam tahap perkembangan
manusia. Hasil penelitian yang dilakukan oleh Dr Benjamin S. Bloom, Professor
of Education, University of Chicago mengungkapkan bahwa pada usia 4 tahun 50%
dari kapabilitas kecerdasan seorang anak telah terbentuk. Pada usia 8 tahun
telah mencapai 80% dan pada usia 18 tahun, inteligensia dewasa seorang anak
telah komplit terbentuk.
2. Pertumbuhan dan perkembangan anak pada usia dini
bahkan sejak dalam kandungan sangat menentukan kualitas kesehatan, kecerdasan,
dan kematangan emosional manusia pada tahap berikutnya. Dengan demikian
investasi pengembangan anak usia dini merupakan investasi yang sangat penting
bagi Sumber Daya Manusia yang berkualitas.
3. Undang Undang Nomor 20 Tahun 2003 tentang Sistem
Pendidikan Nasional mengamanatkan dengan tegas perlunya penanganan pendidikan
anak usia dini, hal tersebut bisa dilihat pada pasal 1 butir 14 yang menyatakan
bahwa : Pendidikan anak usia dini adalah suatu upaya pembinaan yang ditujukan
kepada anak sejak lahir.
