Pengaturan mengenai penggolongan bahan galian pada UU No. 4/2009 dijelaskan pada Peraturan Pemerintah Republik Indonesia Nomor 23 Tahun 2010 Tentang Pelaksanaan Kegiatan Usaha Pertambangan Mineral dan Batubara di Pasal 2 ayat 2:

Pertambangan mineral dan batubara sebagaimana dimaksud dikelompokkan ke dalam 5 (lima) golongan komoditas tambang:

·        Mineral radioaktif meliputi: radium, thorium, uranium, monasit, dan bahan galian radioaktif lainnya

·        Mineral logam meliputi: litium, berilium, magnesium, kalium, kalsium, emas,tembaga, perak, timbal, seng, timah, nikel, mangaan, platina, bismuth,molibdenum, bauksit, air raksa, wolfram, titanium, barit, vanadium, kromit,antimoni, kobalt, tantalum, cadmium, galium, indium, yitrium, magnetit, besi,galena, alumina, niobium, zirkonium, ilmenit, khrom, erbium, ytterbium, dysprosium, thorium, cesium, lanthanum, niobium,neodymium, hafnium, scandium, aluminium, palladium, rhodium, osmium, ruthenium, iridium, selenium, telluride, stronium, germanium, dan zenotin.

·        Mineral bukan logam meliputi: intan, korundum, grafit, arsen, pasir kuarsa, fluorspar, kriolit, yodium, brom, klor, belerang, fosfat, halit, asbes, talk, mika, magnesit, yarosit, oker, fluorit, ball clay, fire clay, zeolit, kaolin, feldspar, bentonit,gipsum, dolomit, kalsit, rijang, pirofilit, kuarsit, zirkon, wolastonit, tawas, batukuarsa, perlit, garam batu, clay, dan batu gamping untuk semen

·        Batuan meliputi: pumice, tras, toseki, obsidian, marmer, perlit, tanah diatome, tanah serap (fullers earth), slate, granit, granodiorit, andesit, gabro, peridotit,basalt, trakhit, leusit, tanah liat, tanah urug, batu apung, opal, kalsedon, chert, kristal kuarsa, jasper, krisoprase, kayu terkersikan, gamet, giok, agat, diorit, topas, batu gunung quarry besar, kerikil galian dari bukit, kerikil sungai, batu kali, kerikil sungai ayak tanpa pasir, pasir urug, pasir pasang, kerikil berpasir alami (sirtu),bahan timbunan pilihan (tanah), urukan tanah setempat, tanah merah (laterit), batu gamping, onik, pasir laut, dan pasir yang tidak mengandung unsur mineral logam atau unsur mineral bukan logam dalam jumlah yang berarti ditinjau dari segi ekonomi pertambangan

·        Batubara meliputi bitumen padat, batuan aspal, batubara, dan gambut.

Regulations regarding the classification of mining materials in Law No. 4/2009 is explained in Government Regulation of the Republic of Indonesia Number 23 of 2010 concerning the Implementation of Mineral and Coal Mining Business Activities in Article 2 paragraph 2:

Mineral and coal mining as referred to is grouped into 5 (five) mining commodity groups:

• Radioactive minerals include: radium, thorium, uranium, monazite, and other radioactive minerals.

• Metallic minerals include: lithium, beryllium, magnesium, potassium, calcium, gold, copper, silver, lead, zinc, tin, nickel, manganese, platinum, bismuth, molybdenum, bauxite, mercury, tungsten, titanium, barite, vanadium, chromite, antimony, cobalt, tantalum, cadmium, gallium, indium, yttrium, magnetite, iron, galena, alumina, niobium, zirconium, ilmenite, chromium, erbium, ytterbium, dysprosium, thorium, cesium, lanthanum, niobium, neodymium, hafnium, scandium, aluminum, palladium, rhodium, osmium, ruthenium, iridium, selenium, telluride, strorium, germanium, and zenotin.

• Non-metallic minerals include: diamond, corundum, graphite, arsenic, quartz sand, fluorspar, cryolite, iodine, bromine, chlorine, sulfur, phosphate, halite, asbestos, talc, mica, magnesite, jarosite, ochre, fluorite, ball clay, fire clay, zeolite, kaolin, feldspar, bentonite, gypsum, dolomite, calcite, chert, pyrophyllite, quartzite, zircon, wollastonite, alum, quartz, perlite, rock salt, clay, and limestone for cement.

• Rocks include: pumice, trass, toseki, obsidian, marble, perlite, diatomaceous earth, fuller's earth, slate, granite, granodiorite, andesite, gabbro, peridotite, basalt, trachyte, leucite, clay, fill soil, pumice. opal, chalcedony, chert, quartz crystal, jasper, chrysoprase, sanded wood, gamete, jade, agate, diorite, topaz, large quarry mountain stone, gravel quarried from hills, river gravel, river stone, sifted river gravel without sand, fill sand, tidal sand, natural sandy gravel (sirtu), selected fill material (soil), local fill, red soil (laterite), limestone, onyx, sea sand, and sand that does not contain metallic or non-metallic mineral elements in significant quantities from a mining economic perspective.

• Coal includes solid bitumen, asphalt rock, coal, and peat.
