C. ACTIVITIES

1. PREPARATION OF RECLAMATION PLAN DOCUMENTS (page 7)

 

d. Program Reklamasi Pada Wilayah Laut

Untuk program Reklamasi yang berada di wilayah laut mencakup beberapa hal sebagai berikut:

4) Rencana biaya dan program Reklamasi

a) program Reklamasi wilayah laut disesuaikan dengan rencana biaya Reklamasi wilayah laut tahap kegiatan Operasi Produksi;

b) rencana biaya Reklamasi wilayah laut dihitung berdasarkan luas area kerja dan standar biaya Reklamasi wilayah laut;

c) program Reklamasi wilayah laut tahap kegiatan Operasi Produksi disesuaikan dengan hasil penentuan lokasi Reklamasi wilayah laut yang dilakukan oleh pemegang IUP atau pemegang IUPK dan dapat dilaksanakan dalam bentuk antara lain:

i. artificial reef fish shelter (Rupiah/unit);

ii. pemasangan penahan abrasi (Rupiah/meter);

iii. penanaman mangrove (Rupiah/ ha);

iv. pembuatan Rumpon (Rupiah/unit); dan/atau

v. transplantasi terumbu karang (Rupiah/ unit)

d) Dalam hal program Reklamasi laut pada huruf c) tidak dapat dilakukan berdasarkan evaluasi penentuan lokasi, kegiatan restocking keanekaragaman hayati dapat dilakukan dengan pertimbangan dari instansi terkait; dan

e) restocking keanekaragaman hayati yang dimaksud pada huruf d) antara lain:

i. cumi/sotong (Rupiah/satuan bibit);

ii. kepiting bakau (Rupiah/satuan bibit); dan/atau

iii. jenis biota laut lain.

5) Kriteria keberhasilan Reklamasi

a) Pemegang IUP atau Pemegang IUPK melakukan pembobotan untuk masing-masing program Reklamasi laut tahap kegiatan Operasi Produksi berdasarkan hasil kajian penentuan lokasi dan program Reklamasi laut; dan

b) Keberhasilan program Reklamasi laut ditentukan berdasarkan jenis, penentuan lokasi, dan besaran/volume program Reklamasi laut dalam dokumen rencana Reklamasi laut.

d. Reclamation Programs in Marine Areas

Reclamation programs in marine areas include the following:

4) Reclamation Cost Plan and Program

a) The marine reclamation program is adjusted to the marine reclamation cost plan for the Production Operations phase;

b) The marine reclamation cost plan is calculated based on the work area and the marine reclamation cost standards;

c) The marine reclamation program for the Production Operations phase is adjusted to the results of the marine reclamation location determination conducted by the Mining Business License (IUP) or Special Mining Business License (IUPK) holder and can be implemented in the following forms:

i. artificial reef fish shelters (Rupiah/unit);

ii. installation of abrasion barriers (Rupiah/meter);

iii. mangrove planting (Rupiah/ha);

iv. construction of fish aggregating devices (Rupiah/unit); and/or

v. coral reef transplantation (Rupiah/unit)

d) If the marine reclamation program referred to in letter c) cannot be implemented based on the location determination evaluation, biodiversity restocking activities may be carried out with consideration from the relevant agencies. and

e) biodiversity restocking referred to in letter d) includes:

i. squid/cuttlefish (Rupiah/seedling unit);

ii. mangrove crab (Rupiah/seedling unit); and/or

iii. other types of marine biota.

5) Reclamation Success Criteria

a) Mining Business Permit Holders or Special Mining Business Permit Holders conduct weighting for each marine reclamation program at the Production Operation stage based on the results of the location determination and marine reclamation program studies; and

b) The success of the marine reclamation program is determined based on the type, location determination, and size/volume of the marine reclamation program in the marine reclamation plan document.
