Pasal 18.

Ditetapkan syarat harus membuktikan kesanggupan dan kemampuan terhadap pengusahaan pertambangan dimaksudkan untuk menghindari terhentinya pekerjaan usaha pertambangan di tengah jalan, sehingga mendatangkan kelambatan dalam pembangunan di bidang pertambangan. Di samping itu ketentuan tersebut diperlukan untuk mencegah penyalah-gunaan kuasa pertambangan tersebut.

Article 18.

The requirement to demonstrate capacity and capability regarding mining operations is established to prevent the mid-stream cessation of mining activities, which would otherwise cause delays in mining sector development. Furthermore, this provision is necessary to prevent the misuse of mining rights.
