3. Dalam memanfaatkan kekayaan alam dapat diambil cara-cara penguasaannya seperti berikut:

d. diusahakan oleh Perusahaan Daerah;

e. diusahakan oleh perusahaan yang modalnya adalah modal campuran oleh Negara dan pihak Swasta, boleh pula modal campuran dengan perseorangan, asal berkewarganegaraan Indonesia dan boleh pula dengan badan swasta yang pengurusnya seluruhnya adalah warganegara Indonesia;

f. diusahakan oleh pihak Swasta boleh oleh perseorangan asal berkewarganegaraan Indonesia, atau boleh oleh badan Swasta yang seluruhnya berkewarganegaraan Indonesia, terutama yang mempunyai bentuk koperasi.

3. In the utilization of natural resources, the following methods of management or operation may be adopted:

d. operated by a Regional Enterprise;

e. operated by an enterprise with mixed capital from the State and the private sector—which may also include mixed capital with individuals, provided they are Indonesian citizens, or with private entities whose management consists entirely of Indonesian citizens;
