(2) Jumlah modal pangkal sebagaimana dimaksud dalam ayat (1) ditetapkan oleh Menteri Keuangan atas usul Menteri Dalam Negeri. Pasal 15, Semua ketentuan peraturan perundang-undangan yang saat ini berlaku bagi Kabupaten Daerah Tingkat II Tapanuli Utara tetap berlaku bagi Kabupaten Daerah Tingkat II Toba Samosir dan semua ketentuan peraturan perundang-undangan yang berlaku bagi Kabupaten Daerah Tingkat II Tapanuli Selatan tetap berlaku bagi Kabupaten Daerah Tingkat II Mandailing Natal, sebelum diubah, diganti atau dibuat berdasarkan Undang-undang ini. Bab VI, Ketentuan Penutup, Pasal 16 Pada saat berlakunya Undang-undang ini, semua ketentuan peraturan perundang-undangan yang tidak sesuai dengan Undang-undang ini dinyatakan tidak berlaku. Pasal 17, Ketentuan lebih lanjut yang diperlukan sebagai pelaksanaan Undang-undang ini, diatur sesuai dengan Undang-undang Nomor 5 Tahun 1974 tentang Pokok-pokok Pemerintahan Di Daerah. Pasal 18, Undang-undang ini mulai berlaku pada tanggal diundangkan. Agar setiap orang mengetahuinya, memerintahkan pengundangan Undang-undang ini dengan penempatannya dalam Lembaran Negara Republik Indonesia. Sciences of MU (Mandailing University) to update by understanding the Law of
the Republic of Indonesia Number 12 of 1998 concerning the Formation of the
second level Region Regency of Toba Samosir and the IInd Level
Regional Regency of Mandailing Natal, Article 14 (1), The Government provides a
number of funds as a base capital to Government of the second level Region
Regency of Toba Samosir and Government of the IInd Level Regional
Regency of Mandailing Natal for 3 (three) consecutive years, commencing from
the date of its inauguration. (2) The amount of base capital as referred to in
paragraph (1) is stipulated by the Minister of Finance at the proposal of the
Minister of Home Affairs. Article 15, All provisions of the current legislation
that apply to the second level Region Regency of North Tapanuli still apply to the
second level Region Regency of Toba Samosir and all the provisions of the
legislation that apply to the IInd Level Regional Regency of South
Tapanuli still apply to the IInd Level Regional Regency of
Mandailing Natal, before being changed, replaced or made based on this Law.
Chapter VI, Closing Provisions, Article 16, Upon the enactment of this Law, all
provisions of legislation that are not in accordance with this Law are declared
invalid. Article 17, Further provisions that are required as the implementation
of this Law are regulated in accordance with Law Number 5 of 1974 concerning
Principles of Regional Government Administration. Article 18, This Act shall
come into force on the date of promulgation. For public cognizance, this Law
shall be promulgated by placing it in the State Gazette of the Republic of

Samosir dan Kabupaten Daerah Tingkat II Mandailing Natal, Umum, Propinsi Daerah
Tingkat Sumatera Utara pada umumnya serta Kabupaten Daerah Tingkat II Tapanuli
Utara dan Kabupaten Daerah Tingkat II Tapanuli Selatan pada khususnya meskipun
telah menunjukkan kemajuan-kemajuan dalam penyelenggaraan pemerintah,
pelaksanaan pembangunan, dan pelayanan kepada masyarakat, namun dalam
perkembangannya perlu ditingkatkan sesuai dengan potensi dan kebutuhan pada
masa mendatang. Propinsi Daerah Tingkat I Sumatera Utara mempunyai wilayah yang
cukup luas yaitu 71.680,00 km2 dengan sarana dan prasarana
komunikasi dan transportasi yang relatif masih terbatas, khususnya di wilayah
Kabupaten Daerah Tingkat II Tapanuli Utara kawasan utara dan Kabupaten Daerah
Tingkat II Tapanuli Selatan di kawasan selatan. Kabupaten Daerah Tingkat II
Tapanuli Utara mempunyai wilayah 9.502,70 km2, dalam rangka membantu
tugas-tugas penyelenggaraan pemerintahan, pelaksanaan pembangunan, dan
pelayanan kepada masyarakat, di kawasan utaranya dibentuk wilayah IV dan V.
Wilayah kerja Pembantu wilayah IV meliputi 6 (enam) kecamatan, yaitu
Kecamatan-kecamatan Balige, Laguboti, Silaen, Habinsaran, Porsea dan dan
Lumbanulu, berkedudukan di Balige, sedangkan wilayah kerja Pembantu Bupati
Tapanuli Utara Wilayah V meliputi 6 (enam) kecamatan yaitu Kecamatan-kecamatan Simanindo,
Pangururan, Palipi Onan Runggu, Harian, Sianjur Mula-mula berkedudukan di

Ist Level Regional of North Sumatra in general and the Second
Level Region Regency of North Tapanuli and the
IInd Level Regional Regency of South
Tapanuli in particular although it has shown progress in the administration of
government, implementation of development, and service to the community, but in
its development needs to be improved in accordance with the potential and needs
in the future. The Province of Ist Level Regional of North Sumatra has
a fairly wide area of 71,680.00 km2 with communication and
transportation facilities and infrastructure that are still relatively limited,
especially in the area of the Second Level Region Regency of North Tapanuli in the north and the IInd
Level Regional Regency of South Tapanuli in the
southern region. the Second Level Region Regency of North Tapanuli has an area of 9,502.70 km2,
in order to assist the tasks of government administration, implementation of
development, and service to the community, in the northern region formed IV and
V regions. The working area of Region IV covers 6 (six) districts , namely districts

Dalam perkembangannya wilayah-wilayah kerja Pembantu Bupati tersebut telah menunjukkan kemajuan-kemajuan dalam penyelenggaraan pemerintahan, pelaksanaan pembangunan, dan pelayanan kepada masyarakat serta kemampuan untuk mengembangkan potensi wilayah yang ada, antara lain di bidang perkebunan, pertanian tanaman pangan, perikanan, perindustrian, peternakan, pertambangan dan pariwisata. Perkembangan wilayah-wilayah kerja Pembantu Bupati tersebut mempunyai kedudukan yang strategis ditinjau dari segi politik, ekonomi, sosial budaya dan pertahanan keamanan. Dalam perkembangannya wilayah-wilayah kerja Pembantu Bupati tersebut telah menunjukkan kemajuan-kemajuan dalam penyelenggaraan pemerintahan, pelaksanaan pembangunan, dan pelayanan kepada masyarakat serta kemampuan untuk mengembangkan potensi wilayah yang ada, antara lain di bidang perkebunan, pertanian tanaman pangan, perikanan, perindustrian, peternakan, pertambangan dan pariwisata. Perkembangan wilayah-wilayah kerja Pembantu Bupati tersebut diatas diikuti pula dengan peningkatan jumlah penduduk. Pada tahun 1991 penduduk wilayah kerja Pembantu Bupati Tapanuli Utara Wilayah IV dan V berjumlah 289.700 jiwa, sedangkan pada tahun 1997 meningkat menjadi 313.883 jiwa dengan laju pertumbuhan penduduk 1,40% per tahun.

Pembentukan Kabupaten Daerah Tingkat II Toba Samosir dan Kabupaten Daerah Tingkat
II Mandailing Natal, Penjelasan Atas Undang-Undang Republik Indonesia Nomor 12
Tahun 1998 tentang Pembentukan Kabupaten Daerah Tingkat II Toba Samosir dan
Kabupaten Daerah Tingkat II Mandailing Natal, Umum, Wilayah kerja Pembantu
Bupati Tapanuli Selatan wilayah II pada tahun 1990 berjumlah 308.782 jiwa,
sedangkan pada tahun 1997 meningkat menjadi 333.073 jiwa, dengan laju
pertumbuhan penduduk rata-rata 1,12% per tahun. Hal ini mengakibatkan
bertambahnya beban tugas dan volume kerja dalam rangka penyelenggaraan
pemerintahan, pembangunan, dan pembinaan serta pelayanan masyarakat di wilayah
kerja Pembantu Bupati Bupati tersebut. Berdasarkan hal-hal tersebut di atas dan
memperhatikan aspirasi yang berwenang dalam masyarakat, untuk lebih
meningkatkan daya guna dan hasil guna penyelenggaraan pemerintah, pembangunan
dan pelayanan kepada masyarakat serta untuk lebih meningkatkan peran aktif
masyarakat, maka dipandang perlu wilayah Kabupaten Daerah Tingkat II Tapanuli
Utara dan wilayah Kabupaten Daerah Tingkat II Tapanuli Selatan masing-masing
ditata menjadi 2 (dua) Daerah Tingkat II, yaitu membentuk Kabupaten Daerah
Tingkat II Toba Samosir sebagai pemekaran Kabupaten Tingkat II Tapanuli Utara
Wilayah IV dan V dan membentuk Kabupaten Daerah Tingkat II Mandailing Natal
sebagai pemekaran Kabupaten Daerah Tingkat II Tapanuli Selatan yang wilayahnya
sama dengan wilayah kerja Pembantu Bupati Tapanuli Selatan wilayah II. Dengan
terbentuknya Kabupaten Daerah Tingkat II Toba Samosir dan Kabupaten Daerah
Tingkat II Mandailing Natal, wilayah Kabupaten Daerah Tingkat II Mandailing
Natal, wilayah Kabupaten Daerah Tingkat II Tapanuli Utara, berkurang seluas
wilayah Kabupaten Tingkat II Toba Samosir dan wilayah Kabupaten Daerah Tingkat
II Tapanuli Selatan berkurang seluas wilayah Daerah Tingkat II Mandailing
Natal. Dengan demikian wilayah kerja Pembantu Bupati Tapanuli Utara wilayah IV
dan wilayah V serta wilayah kerja Pembantu Bupati Wilayah Tapanuli Selatan
Wilayah II dihapus. Penghapusan ketiga wilayah kerja Pembantu Bupati dimaksud
ditetapkan dengan Keputusan Menteri Dalam Negeri.

the Republic of Indonesia Number 12 of 1998 concerning the Formation of the
Second Level Region Regency of Toba Samosir and the IInd Level
Regional Regency of Mandailing Natal, Explanation of
the Law of the Republic of Indonesia Number 12 of 1998 concerning the
Establishment of the Second Level Region Regency of Toba Samosir and the
IInd Level Regional Regency of Mandailing Natal, General, The working area of the Regent Assistant of
South Tapanuli Region II in 1990 totaled 308,782 people, while in in 1997 it
increased to 333,073 people, with an average population growth rate of 1.12%
per year. This resulted in an increase in the workload and work volume in the
context of governance, development, and community development and service in the
working area of the Regent Assistant. Based on the aforementioned matters and
paying attention to the aspirations of the authorities in the community, to
further increase the effectiveness and results of the administration of the
government, development and service to the community and to further enhance the
active role of the community, it is deemed necessary to region of the
Second Level Region Regency of North Tapanuli and the
territory of the IInd Level Regional Regency of South
Tapanuli is each arranged into 2 (two) IInd
Level Regions, namely forming the Second Level Region Regency of Toba
Samosir as the expansion of the Second Level Region
Regency of North Tapanuli Region IV and V and forming
the IInd Level Regional Regency of Mandailing Natal as the division of the IInd Level
Regional Regency of South Tapanuli whose territory is
the same as the working area of the Assistant of Regent of of South Tapanuli Region
II. With the formation of the Second Level Region Regency of Toba
Samosir and the IInd Level Regional
Regency of Mandailing Natal, the region of the
IInd Level Regional Regency of Mandailing Natal, the territory of the IInd Level
Regional Regency of South Tapanuli, was reduced to
the area of the Second Level Region Regency of Toba Samosir and the area of the IInd Level Regional
Regency of South Tapanuli was reduced to the area of the
IInd Level Regional Regency of Mandailing Natal. Thus the working area of the Assistant of Regent of
North Tapanuli Region IV and Region V and the working area of the Assistant of
Regent of the South Tapanuli Region II were deleted. The elimination of the
three working areas of the Regent Assistant is stipulated by the Decree of the
Minister of Domestic Affairs.
