sejarah ringkas Mandailing Natal, yang pada tanggal 23 November Tahun 1998,
Pemerintah Republik Indonesia menetapkan Undang-Undang Nomor 12 Tahun 1998
yaitu Undang-Undang tentang Pembentukan Pemerintahan Kabupaten Mandailing Natal
menjadi daerah otonom yang berhak mengatur rumah tangganya sendiri dengan
kepada daerahnya (Bupati) yang pertama yaitu H. Amru Daulay, SH memerintah
Kabupaten Mandailing Natal dari tahun 1998 hingga tahun 2009 dibantu oleh
Sekretaris Daerah yakni Drs. H. Azwar Indra Nasution. Kabupaten Mandailing
Natal merupakan pemecahan dari Kabupaten Tapanuli Selatan dengan wilayah
administrasi terdiri atas 8 (delapan) kecamatan yakni 1. Kecamatan Batahan
dengan 12 desa, 2. Kecamatan Batang Natal dengan 40 desa, 3. Kecamatan
Kotanopan dengan 85 desa, 4. Kecamatan Muara Sipongi dengan 16 desa, 5.
Kecamatan Panyabungan dengan 61 desa, 7. Kecamatan Muara Batang Gadis dengan 10
desa, dan 8. Kecamatan Siabu dengan 30 desa.

the concise history of Mandailing Natal, which on November 23rd,
1998, the Government of the Republic of Indonesia enacted Law Number 12 In
1998, the Law on the Establishment of Regency Government of Mandailing Natal
became an autonomous region that had the right to regulate its own household
with its first Regent is H. Amru Daulay, SH, who governed Mandailing Natal
Regency from 1998 to 2009 assisted by the Regional Secretary namely Drs. H.
Azwar Indra Nasution. Mandailing Natal Regency is a solution of South Tapanuli
Regency with an administrative area consisting of 8 (eight) sub-districts
namely 1. District Batahan with 12 villages, 2. District Batang Natal with 40
villages, 3. District Kotanopan with 85 villages, 4. District Muara Sipongi
with 16 villages, 5. District Panyabungan with 61 villages, 7. District Muara
Batang Gadis with 10 villages, and 8. District Siabu with 30 villages.

Indonesia menimbang : a. bahwa berhubung dengan perkembangan dan kemajuan
Propinsi Daerah Tingkat I Sumatera Utara pada umumnya serta Kabupaten Daerah
Tingkat II Tapanuli Utara dan Kabupaten Daerah Tingkat II Tapanuli Selatan pada
khususnya, dipandang perlu untuk meningkatkan penyelenggaraan pemerintahan,
pelaksanaan pembangunan, dan pembinaan kemasyarakatan guna menjamin
terpenuhinya tuntutan perkembangan dan kemajuan dimaksud pada masa mendatang.

Tapanuli Selatan, dipandang perlu membentuk Kabupaten Daerah Tingkat II Toba
Samosir sebagai pemekaran Kabupaten Daerah Tingkat II Tapanuli Utara dan
Kabupaten Daerah Tingkat II Mandailing Natal sebagai pemekaran Kabupaten Daerah
Tingkat II Tapanuli Selatan; c. bahwa pembentukan Kabupaten Daerah Tingkat II
Toba Samosir dan Kabupaten Daerah Tingkat II Mandailing Natal tersebut, akan
dapat mendorong peningkatan pelayanan di bidang pemerintahan, pembangunan, dan
kemasyarakatan, serta memberikan kemampuan dalam memanfaatkan potensi
wilayahnya untuk menyelenggarakan Otonomi Daerah; d. bahwa sesuai dengan
ketentuan Undang-undang Nomor 5 Tahun 1974 tentang Pokok-pokok Pemerintahan Di
Daerah, maka pembentukan Kabupaten Daerah Tingkat II Toba Samosir dan Kabupaten

deemed necessary to form the second level Region Regency of Toba Samosir as the
division of the second level Region Regency of North Tapanuli and the IInd
Level Regional Regency of Mandailing Natal as the division of the IInd
Level Regional Regency of South Tapanuli; c. that the establishment of the second
level Region Regency of Toba Samosir and the IInd Level Regional Regency
of Mandailing Natal, will be able to encourage improvements in services in the
fields of government, development, and society, as well as providing the
ability to utilize the potential of the region to carry out Regional Autonomy;
d. that in accordance with the provisions of Law Number 5 of 1974 concerning
the Principles of Regional Government, the establishment of the second level
Region Regency of Toba Samosir and the IInd Level Regional Regency of
Mandailing Natal must be stipulated by law.

Dalam Undang-undang ini yang dimaksud dengan: 1. Daerah adalah Daerah Otonom
sebagaimana dimaksud dalam Pasal 1 huruf e Undang-undang Nomor 5 Tahun 1974
tentang Pokok-Pokok Pemerintahan Di Daerah; 2. Wilayah adalah
"Wilayah" sebagaimana dimaksud dalam Pasal 1 huruf g atau
"wilayah" sebagaimana dimaksud dalam Penjelasan Pasal 2 Undang-undang
Nomor 5 Tahun 1974 tentang Pokok-pokok Pemerintahan Di Daerah; 3. Kabupaten
Daerah Tingkat II Tapanuli Utara dan Kabupaten Daerah Tingkat II Tapanuli
Selatan adalah sebagaimana dimaksud dalam Undang-undang Nomor 7 Tahun 1956
tentang Pembentukan Daerah Otonom Kabupaten-kabupaten Dalam Lingkungan Daerah
Propinsi Sumatera Utara; dan 4. Propinsi Daerah Tingkat I Sumatera Utara adalah
sebagaimana dimaksud dalam Undang-undang Nomor 24 Tahun 1956 tentang
Pembentukan Daerah Otonom Propinsi Aceh dan Perubahan Peraturan Pembentukan
Propinsi Sumatera Utara.

Indonesia concerning the Formation of the second level Region Regency of Toba
Samosir and the IInd Level Regional Regency of Mandailing Natal,
With Approval of the People's Legislative Assembly of the Republic of Indonesia
Decided: To stipulate : The Law concerning the Establishment of the second
level Region Regency of Toba Samosir and the IInd Level Regional Regency
of Mandailing Natal. Chapter I General Provisions, Article 1 In this Law what
is meant by : 1. Regions are Autonomous Regions as referred to in Article 1
letter e of Law Number 5 of 1974 concerning Principles of Government in
Regions; 2. Territory is "Region" as referred to in Article 1 letter
g or "territory" as referred to in the Elucidation of Article 2 of
Act Number 5 of 1974 concerning Principles of Government in the Region; 3. The Level
IInd Region Regency of North Tapanuli and The Level IInd Region
Regency of South Tapanuli are as referred to in Act Number 7 of 1956 concerning
Establishment of Autonomous Regions of Regencies in the Regional Environment of
North Sumatra Province; and 4. The Province of North Sumatra's First Level is
as referred to in Act Number 24 of 1956 concerning the Establishment of the
Autonomous Region of the Province of Aceh and Amendments to the Regulations for
the Establishment of North Sumatra Province.
