Samosir dan Kabupaten Daerah Tingkat II Mandailing Natal, Bab II Pembentukan,
Batas Wilayah, dan Ibukota Pasal 2, Dengan Undang-undang ini Kabupaten Daerah
Tingkat II Toba Samosir dan Kabupaten Daerah Tingkat II Mandailing Natal dalam
wilayah Propinsi Daerah Tingkat I Sumatera Utara. Pasal 3 (1), Wilayah
Kabupaten Daerah Tingkat II Toba Samosir berasal dari sebagian wilayah
Kabupaten Daerah Tingkat II Tapanuli Utara yang terdiri dari wilayah
kecamatan-kecamatan sebagai berikut: a. Kecamatan Balige; b. Kecamatan
Laguboti; c. Kecamatan Silaen; d. Kecamatan Habinsaran; e. Kecamatan Porsea; f.
Kecamatan Lumbajulu; g. Kecamatan Simanindo; h. Kecamatan Pangururan; i.
Kecamatan Palipi; j. Kecamatan Onan Runggu; k. Kecamatan Harian; l. Kecamatan
Sianjur Mula-mula. (2) Wilayah Kabupaten Daerah Tingkat II Mandailing Natal
berasal dari sebagian wilayah Kabupaten Daerah Tingkat II Tapanuli Selatan yang
terdiri dari wilayah kecamatan-kecamatan sebagai berikut: a. Kecamatan
Panyabungan; b. Kecamatan Siabu; c. Kecamatan Kotanopan; d. Kecamatan
Muarasipongi; e. Kecamatan Batang Natal; f. Kecamatan Natal; g. Kecamatan
Batahan; dan h. Kecamatan Muara Batang Gadis. Pasal 4 (1), Dengan dibentuknya
Kabupaten Daerah Tingkat II Toba Somosir sebagaimana dimaksud dalam Pasal 2,
maka wilayah Kabupaten Daerah Tingkat II Tapanuli Utara dikurangi dengan
wilayah Kabupaten Daerah Tingkat II Toba Samosir sebagaimana dimaksud dalam
Pasal 3 ayat (1). (2) Dengan dibentuknya Kabupaten Daerah Tingkat II Mandailing
Natal sebagaimana dimaksud dalam Pasal 2, maka wilayah Kabupaten Daerah Tingkat
II Tapanuli Selatan dikurangi dengan wilayah Kabupaten Daerah Tingkat II
Mandailing Natal sebagaimana dimaksud dalam Pasal 3 ayat (2).

Development and Welfare, and The Department of Public Administration, The
Faculty of Social & Political Sciences; The Department of Economics and
Development Studies, The Faculty of Economics and Management; The Department of
Communication and Community Development, The Faculty of Human Ecology; The
Department Broadcasting, The Department of Public Relations, The Department of
Advertising, and The Department of Journalism, The Faculty of Communication
Sciences of MU (Mandailing University) to update by understanding the Law of
the Republic of Indonesia Number 12 of 1998 concerning the Formation of the
second level Region Regency of Toba Samosir and the IInd Level
Regional Regency of Mandailing Natal, Territorial Boundary, and Capital of
Article 2, With this Act, the second level Region Regency of Toba Samosir and
the IInd Level Regional Regency of Mandailing Natal in the Region of
North Sumatra Province. Article 3 (1), The territory of the second level Region
Regency of Toba Samosir comes from part of the territory of the IInd
Level Region Regency of North Tapanuli consisting of the following districts :
a. District of Balige; b. District of Laguboti; c. District of Silaen; d. District
of Habinsaran; e. District of Porsea; f. District of Lumbajulu; g. District of Simanindo;
h. District of Pangururan; i. District of Palipi; j. District Onan Runggu; k. District
of Harian; l. District of Sianjur Mula-mula. (2) The territory of the IInd
Level Regional Regency of Mandailing Natal comes from part of the IInd
Level Regional Regency of South Tapanuli which consists of the following districts
: a. District of Panyabungan; b. District of Siabu; c. District of Kotanopan;
d. District of Muarasipongi; e. District of Batang Natal; f. District of Natal;
g. District of Batahan; and h. District of Muara Batang Gadis. Article 4 (1), With
the establishment of the second level Region Regency of Toba Samosir as
referred to in Article 2, the IInd Level Region Regency of North
Tapanuli shall be reduced to the territory of the second level Region Regency
of Toba Samosir as referred to in Article 3 paragraph (1). (2) With the
establishment of the IInd Level Regional Regency of Mandailing Natal
as referred to in Article 2, the territory of the IInd Level
Regional Regency of South Tapanuli is reduced to the territory of the IInd
Level Regional Regency of Mandailing Natal as referred to in Article 3
paragraph (2).

berbatasan dengan Samudera Hindia. (3) Batas wilayah sebagaimana dimaksud dalam
ayat (1) dan ayat (2) dituangkan dalam peta yang merupakan bagian tidak
terpisah dari Undang-undang ini. (4) Penentuan batas wilayah Kecamatan Daerah
Tingkat II Toba Samosir dan Kabupaten Daerah Tingkat II Mandailing Natal secara
pasti di lapangan sebagaimana dimaksud dalam ayat (1) dan ayat (2) ditetapkan
oleh Menteri Dalam Negeri. Pasal 6 (1), Ibukota Kabupaten Daerah Tingkat II
Toba Samosir berkedudukan di Balige. (2) Ibukota Kabupaten Daerah Tingkat II
Mandailing Natal berkedudukan di Panyabungan. Bab III, Pemerintah Daerah dan
Perangkat Wilayah/Daerah, Pasal 7, Untuk memimpin jalannya pemerintahan di
Kabupaten Daerah Tingkat II Toba Samosir dan Kabupaten Daerah Tingkat II
Mandailing Natal, dipilih dan diangkat seorang Bupati Kepala Daerah Tingkat II
di masing-masing Wilayah/Daerah tersebut sesuai dengan peraturan
perundang-undangan yang berlaku. Pasal 8, Dengan terbentuknya Kabupaten Daerah
Tingkat II Toba Samosir dan Kabupaten Daerah Tingkat II Mandailing Natal,
dibentuk Dewan Perwakilan Rakyat Daerah Kabupaten Daerah Tingkat II Toba
Samosir dan Dewan Perwakilan Rakyat Daerah Kabupaten Daerah Tingkat II
Mandailing Natal sesuai dengan peraturan perundang-undangan yang berlaku.

Implementation, b. the border of East with the Ist level Province of
West Sumatra; c. In the south bordering the Ist level Province of
West Sumatra; d. In the west bordering the Indian Ocean. (3) The area limit as
referred to in paragraph (1) and paragraph (2) shall be set forth in a map
which is an integral part of this Law. (4) Determination of the boundaries of
the districts of the second level Region Regency of Toba Samosir and the IInd Level Regional Regency of
Mandailing Natal in the field as referred to in
paragraph (1) and paragraph (2) shall be determined by the Minister of Home
Affairs. Article 6 (1), The capital city of the second level Region
Regency of Toba Samosir is domiciled in Balige. (2)
Capital city of the IInd Level Regional Regency of Mandailing
Natal is located in Panyabungan. Chapter III,
Regional Governments and Regional Apparatus, Article 7, To lead the
administration of the regencies in the second level Region Regency of
Toba Samosir and the IInd Level
Regional Regency of Mandailing Natal, elected and
appointed a Regent as Head of Regency of the IInd Level
Regional in each Region in accordance with the
regulations current. Article 8, With the establishment of the second
level Region Regency of Toba Samosir and the
IInd Level Regional Regency of Mandailing Natal, formed the Regional Representative Council of the
second level Region Regency of Toba Samosir and the
Regional People's Legislative Assembly of the IInd Level
Regional Regency of Mandailing Natal are established in
accordance with the prevailing laws and regulations.

Kabupaten Daerah Tingkat II Mandailing Natal, diserahkan sebagian urusan-urusan

Peternakan; n. Kehutanan; o. Perkebunan; p. Pertambangan. (2) Pelaksanaan
penambahan atau pengurangan urusan sebagaimana dimaksud dalam ayat (1) diatur
dengan Peraturan Pemerintah. Bab V, Ketentuan Peralihan, Pasal 11, Pada saat terbentuknya Kabupaten Daerah
Tingkat II Toba Samosir dan Kabupaten Daerah Tingkat II Mandailing Natal,

Daerah Tingkat II Mandailing Natal untuk pertama kalinya diangkat dan
ditetapkan oleh Menteri Dalam Negeri atas usul Gubernur Kepala Daerah Tingkat I

/ The area formed the Regional Secretariat / The IInd Level Regional,
Secretariat of the House of Representatives of the Regency, Regional Offices,
and other Agencies in accordance with applicable laws and regulations. Chapter
IV, Regional Household Affairs, Article 10 (1), At the time of establishment of
the second level Region Regency of Toba Samosir and the IInd Level
Regional Regency of Mandailing Natal, handed over most of the affairs of
government as the authority of the base in the areas of :. a. General
Government; b. Health; c. Education and Culture; d. Agriculture; e. Public
Works; f. Traffic and Road Transport; g. Industry and Trade; h. Labor; i.
Social; j. Tourism; k. Regional Finance; l. Fishery; m. Animal Husbandry; n.
Forestry; o. Plantation; p. Mining. (2) The addition or reduction of functions
as referred to in paragraph (1) shall be regulated by Government Regulation.
Chapter V, Transitional Provisions, Article 11, At the time of establishment of
the second level Region Regency of Toba Samosir and the IInd Level
Regional Regency of Mandailing Natal, Acting District Head or Regent of the
second level Region Regency of Toba Samosir and the IInd Level
Regional Regency of Mandailing Natal for the first time appointed and
determined by Minister of Home Affairs at the suggestion of the Governor of the
Ist Region of North Sumatra.

Daerah Kabupaten Daerah Tingkat II Toba Samosir dan Dewan Perwakilan Rakyat
Daerah Kabupaten Daerah Tingkat II Mandailing Natal terdiri dari : a.
Anggota-anggota yang diangkat dari wakil-wakil Organisasi Peserta Pemilihan
Umum dengan memperhatikan perimbangan suara hasil Pemilihan Umum Tahun 1997
yang dilaksanakan di masing-masing daerah tersebut; b. Anggota yang diangkat
dari golongan karya ABRI (Angkatan Bersenjata Republik Indonesia). (2) Tata
cara, pengangkatan, dan jumlah anggota Dewan Perwakilan Rakyat Daerah Kabupaten
Daerah Tingkat II Toba Samosir dan Dewan Perwakilan Rakyat Daerah Kabupaten
Daerah Tingkat II Mandailing Natal sebagaimana dimaksud dalam ayat (1) untuk
pertama kalinya ditetapkan oleh Menteri Dalam Negeri. Pasal 13 (1), Untuk
kelancaran penyelenggaraan pemerintahan di Kabupaten Daerah Tingkat II Toba
Samosir dan Kabupaten Daerah Tingkat II Mandailing Natal, sesuai dengan
ketentuan perundang-undangan yang berlaku, Gubernur Kepala Daerah Tingkat I
Sumatera Utara, Bupati Kepala Daerah Tingkat II Tapanuli Utara, dan Bupati
Kepala Daerah Tingkat II Tapanuli Selatan sesuai dengan wewenang dan tugasnya
masing-masing mengatur penyerahan kepada Pemerintah Kabupaten Daerah Tingkat II
Toba Samosir dan Pemerintah Daerah Tingkat II Mandailing Natal: a. Pegawai yang
karena jabatannya diperlukan oleh Pemerintah Kabupaten Daerah Tingkat II Toba
Samosir dan Pemerintah Kabupaten Daerah Tingkat II Mandailing Natal; b. Tanah,
bangunan, barang bergerak dan barang tidak bergerak lainnya yang menjadi milik
atau dikuasai dimanfaatkan oleh Pemerintah Propinsi Daerah Tingkat I Sumatera
Utara, Pemerintah Kabupaten Daerah Tingkat II Tapanuli Utara, dan Pemerintah
Kabupaten Daerah Tingkat II Tapanuli Selatan yang berada dalam wilayah
Kabupaten Daerah Tingkat II Toba Samosir dan Wilayah Kabupaten Daerah Tingkat
II Mandailing Natal; c. Badan Usaha Milik Daerah Pemerintah Propinsi Daerah
Tingkat I Sumatera Utara, Pemerintah Kabupaten Daerah Tingkat II Tapanuli Utara,
dan Pemerintah Kabupaten Daerah Tingkat II Tapanuli Selatan yang tempat
kedudukannya terletak di wilayah Kabupaten Daerah Tingkat II Toba Samosir dan
wilayah Kabupaten Daerah Tingkat II Mandailing Natal; d. Utang piutang
Pemerintah Kabupaten Daerah Tingkat II Tapanuli Utara yang kegunaannya untuk
wilayah Kabupaten Daerah Tingkat II Toba Samosir dan utang piutang Pemerintah
Kabupaten Daerah Tingkat II Tapanuli Selatan yang kegunaannya untuk wilayah
Kabupaten Daerah Tingkat II Mandailing Natal; e. Perlengkapan kantor, arsip,
dokumentasi, dan perpustakaan yang karena sifatnya diperlukan oleh Kabupaten
Daerah Tingkat II Toba Samosir dan Kabupaten Daerah Tingkat II Mandailing
Natal. (2) Pelaksanaan penyerahan sebagaimana dimaksud dalam ayat (1)
selambat-lambatnya harus diselesaikan dalam waktu 1 (satu) tahun terhitung
sejak diresmikannya Kabupaten Daerah Tingkat II Toba Samosir dan Kabupaten
Daerah Tingkat II Mandailing Natal.

Advertising, and The Department of Journalism, The Faculty of Communication
Sciences of MU (Mandailing University) to update by understanding the Law of
the Republic of Indonesia Number 12 of 1998 concerning the Formation of the
second level Region Regency of Toba Samosir and the IInd Level
Regional Regency of Mandailing Natal, Article 12 (1), Members of the Regional
People's Legislative Assembly in the second level Region Regency of Toba
Samosir and the Regional People's Legislative Assembly at the IInd
Level Regional Regency of Mandailing Natal consist of : a. Members who are
appointed from representatives of Election Participating Organizations by
paying attention to the balance of votes resulting from the General Elections
of 1997 carried out in each of these regions; b. Members who are appointed from
the work group of Republic of Indonesia Armed Forces. (2) The procedure,
appointment, and number of members of the Regional People's Legislative
Assembly of the second level Region Regency of Toba Samosir and the Regional
People's Legislative Assembly of the IInd Level Regional Regency of
Mandailing Natal as referred to in paragraph (1) shall for the first time be
stipulated by the Minister of Home Affairs. Article 13 (1), For the smooth
running of government in the second level Region Regency of Toba Samosir and
the Regional People's Legislative Assembly of the IInd Level Regional
Regency of Mandailing Natal, in accordance with the provisions of the
prevailing laws, the Governor as the head of Region of the Ist Level
of North Sumatra, the Regent as The head of the second level Region Regency of
North Tapanuli, and The Regent as the Head of the second level Region Regency
of South Tapanuli in accordance with their respective authorities and duties
regulates the submission to the Government of the second level Region Regency
of Toba Samosir and the Government of the IInd Level Regional
Regency of Mandailing Natal : a. Employees who because of their position are
required by the second level Region Regency of Toba Samosir and the IInd
Level Regional Regency of Mandailing Natal; b. Land, buildings, movable goods
and other immovable property that are owned or controlled are utilized by the
Provincial Government of the Ist level Region of North Sumatra, the Government
of the second level Region Regency of North Tapanuli, and the Government of the
IInd Level Regional Regency of South Tapanuli within the Region of the
second level Region Regency of Toba Samosir and the Region the IInd
Level Regional Regency of Mandailing Natal; c. Regional-Owned Enterprises of
the Provincial Government of the Ist Level of North Sumatra, the
second level Region Regency of North Tapanuli, and the Government of the IInd
Level Regional Regency of South Tapanuli whose domicile is located in the
territory of the second level Region Regency of Toba Samosir and the Region of the
IInd Level Regional Regency of Mandailing Natal; d. Accounts payable
for Government of the second level Region Regency of North Tapanuli whose uses
are for the second level Region Regency of Toba Samosir and the debt owed by the
Government of the IInd Level Regional Regency of South Tapanuli for
their use in the IInd Level Regional Regency of Mandailing Natal; e.
Office equipment, archives, documentation, and libraries that are due to their
nature are needed by the second level Region Regency of Toba Samosir and the IInd
Level Regional Regency of Mandailing Natal. (2) The delivery as referred to in
paragraph (1) must at the latest be completed within 1 (one) year from the
inauguration of the second level Region Regency of Toba Samosir and the IInd
Level Regional Regency of Mandailing Natal.
