Wilayah Kabupaten Daerah Tingkat II Mandailing Natal adalah wilayah yang sebelum dibentuk Kabupaten Daerah Tingka II Mandailing Natal merupakan wilayah kerja Pembantu Bupati Tapanuli Selatan Wilayah II berkedudukan di Panyabungan yang dibentuk berdasarkan Keputusan Menteri Dalam Negeri Nomor 827.26-334 tanggal 15 Mei 1988. Pembentukan Dinas-dinas Daerah dan Instansi lainnya harus disesuaikan dengan
kebutuhan dan kemampuan Daerah. Pasal 10 Ayat (1), Yang dimaksud dengan
kewenangan pangkal dalam Pasal ini adalah sebagian urusan dari tugas pokok dan
fungsi pemerintahan yang diserahkan kepada Daerah Otonom, yang dilaksanakan
berdasarkan potensi, kemampuan, dan masa depan Kabupaten Daerah Tingkat II Toba
Samosir dan Kabupaten Daerah Tingkat II Mandailing Natal, dalam rangka

perimbangan suara hasil Pemilihan Umum Tahun 1997 adalah pada prinsipnya dalam
menetapkan anggota-anggota Dewan Perwakilan Rakyat Daerah Kabupaten Daerah
