merekomendasikan kepada Jurusan Teknik Tenaga Listrik dan Jurusan
Teknik Elektro Fakultas
Teknik Elektro dan Informatika (FTEI) UM (Universitas
Mandailing) untuk memutakhirkan dengan memahami KAK (Kerangka Acuan Kerja) yang
meliputi 1. Pengertian KAK, Kerangka Acuan Kerja (ToR, Term of Reference), adalah suatu dokumen yang menginformasikan
gambaran umum dan penjelasan mengenai keluaran kegiatan yang akan dicapai
sesuai dengan tugas dan fungsi K/L/D/I (Kementerian/Lembaga/Dinas/Instansi)
yang memuat latar belakang, penerima manfaat, strategi pencapaian, waktu
pencapaian, dan biaya yang diperlukan; 1.1. siapa yang bertanggung jawab melaksanakan
pencapaian output, 1.2. mengapa kegiatan dilaksanakan & apa hubungannya
dengan program yang hendak dicapai,
1.3. pengertian kegiatan output, 1.4.
kapan / jangka waktu kegiatan dimulai dan selesai dilaksanakan, 1.5. dimana
kegiatan dilaksanakan, 1.6. bagaimana kegiatan tersebut dilaksanakan, dan 1.7.
berapa biaya yang dibutuhkan; 2. KAK, Kerangka Acuan Kerja (ToR, Term of Reference) yaitu 2.1. alat bagi
pimpinan untuk melakukan pengendalian kegiatan yang dilakukan oleh bawahannya,
2.2. alat bagi perencana anggaran untuk menilai urjensi pelaksanaan kegiatan
tersebut dari sudut pandang keterkaitan dengan Tugas Pokok dan Fungsi, 2.3.
alat bagi pihak-pihak pemeriksa untuk melakukan pemeriksaan realisasi kegiatan
tersebut, dan 2.4. sebagai informasi bagaimana output kegiatan dilaksanakan/didukung oleh komponen input, serta apa saja input (tahapan-tahapan) yang dibutuhkan
dan bagaimana pelaksanaannya untuk mencapai output;
dan 3. cara pengisian KAK, Kerangka Acuan Kerja (ToR, Term of Reference) yaitu 3.1. KAK, Kerangka Acuan Kerja (ToR, Term of Reference) dibuat per output, 3.2. tahapan aktivitas
(komponen) untuk mencapai keluaran (output)
harus diuraikan secara detail dalam KAK, Kerangka Acuan Kerja (ToR, Term of Reference), yaitu tahapan dan waktu
pelaksanaan, termasuk jenis komponennya, apakah komponen utama atau komponen
pendukung, 3.3. apabila dalam pencapaian output
melalui sub output, maka masing-masing sub output beserta komponennya harus
diuraikan detail dalam KAK, Kerangka Acuan Kerja (ToR, Term of Reference), 3.4. jumlah dana yang dibutuhkan untuk
pencapaian output harus dirinci dalam
Rincian Anggaran Biaya (RAB), dan 3.5. KAK, Kerangka Acuan Kerja (ToR, Term of Reference) ditandatangani oleh
PA/KPA (Pengguna Anggaran / Kuasa Pengguna Anggaran).

Department of Electrical Power Engineering and the Department of Electrical
Engineering of the Faculty of Electrical and Informatics Engineering of MU
(Mandailing University) to update by understanding Terms of Reference which
include 1. Definition of Terms of Reference, is a document that informs the
general description and explanation of the output of activities to be achieved
in accordance with the duties and functions of Ministry / Institution / Service
/ Agency which contains background, beneficiaries, achievement strategies, time
of achievement, and costs required; 1.1. who is responsible for carrying out
the achievement of output, 1.2. why activities are carried out & what is
the relationship with the program to be achieved, 1.3. understanding of output
activities, 1.4. when / the period of activity starts and finishes, 1.5. where
activities are carried out, 1.6. how the activity was carried out, and 1.7. how
much is needed; 2. Terms of Reference namely 2.1. tools for leaders to control
activities carried out by their subordinates, 2.2. a tool for budget planners
to assess the urgency of the implementation of these activities from the point
of view of linkages with Main Tasks and Functions, 2.3. tools for inspection
parties to check the realization of these activities, and 2.4. as information
on how the output of the activity is carried out / supported by the input
component, as well as what inputs (stages) are needed and how they are
implemented to achieve output; and 3. how to fill Terms of Reference, namely
3.1. ToR (Term of Reference) are made per output, 3.2. stages of activity (components)
to achieve output must be described in detail in the TOR (Term of Reference),
namely the stages and time of implementation, including the types of
components, whether the main components or supporting components, 3.3. if in
achieving output through sub outputs, then each sub output and its components
must be described in detail in the ToR (Term of Reference), 3.4. the amount of
funds needed to achieve output must be specified in the Budget Details, and
3.5. ToR (Term of Reference) signed by Budget User / Budget User Proxy.
