(Universitas Mandailing) untuk memutakhirkan dengan memahami Identifikasi
Bahaya dan Pengendaliannya yang meliputi 1. bahaya dan risiko keselamatan yaitu
1.1. sumber – sumber bahaya yang berpotensi menyebabkan cidera manusia atau
kerusakan pada lingkungan sekitar, permesinan/peralatan, atau proses dan 1.2.
sumber – sumber bahaya yang berpotensi menyebabkan sakit atau gangguan
kesehatan manusia; 2. risiko sisa / residu yaitu risiko yang tertinggal atau
masih ada walaupun telah diupayakan untuk menghilangkan, meminimalkan, atau
mengendalikan yang terklasifikasi pada 2.1. risiko sisa > acc. risk maka pengendalian belum
memadai dan 2.2. risiko sisa < acc.
risk maka pengendalian sudah memadai; 3. tipe – tipe bahaya berupa
mengetahui tipe bahaya untuk identifikasi bahaya untuk pengendalian bahaya yang
meliputi 3.1. bahaya kimia yaitu 3.1.1 melalui pernafasan debu dan asap dan
3.1.2. kontak dengan kulit gas, uap, dan lain – lain, 3.2. bahaya fisik yaitu
suara bising, getaran, dan radiasi T dan P (Temperature
dan Pressure), 3.3. bahaya biologi
yaitu 3.3.1. bahaya mikro biologi bakteri, virus, dan lain – lain dan 3.3.2.
bahaya makro biologi serangga, parasit, dan lain – lain; 4. bahaya ergonomi,
peralatan dan tempat kerja tidak dirancang dengan baik meliputi 4.1. stress fisik yaitu sempit, terbatas, dan
lain – lain dan 4.2. stress kejiwaan/mental berupa bosan, overload, dan lain – lain; 5. bahaya
mekanis; 6. bahaya lingkungan sekitar yaitu
kemiringan, tidak rata / licin, dan lain – lain; 7. bahaya psikososial
berupa intimidasi, trauma, pola gilir kerja, pola promosi, dan pengorganisasian
kerja; 8. bahaya tingkah laku berupa ketidakpatuhan, kurang keahlian, tugas
baru / tidak rutin, over confident, sok jago / pintar, dan tidak
peduli; dan 9. bahaya kelistrikan berupa pemasangan kabel, grounding system, panel,
dan peralatan listrik.
The Head of The Bureau of Affairs of Sociology, The Centre of Development for
Policy and Strategy of The Neighborhood Leadership Assembly of The Great
Mandailing Foundation to recommend to the Department of Occupational Safety and Health, The
Faculty of Public Health and the Department of Sociology-Anthropology
Education, The Faculty of Teacher Training and Education of MU (Mandailing
University) to update by understanding the Hazards Identification and Control
which includes 1. hazards and safety risks, namely 1.1. sources of danger that
could potentially cause human injury or damage to the surrounding environment,
machinery/equipment, or processes and 1.2. sources of danger that could potentially
cause illness or health disturbances of human; 2. residual risk / residual is
risk that is left behind or still exists even though efforts have been made to
eliminate, minimize, or control those classified in 2.1. residual risk> acc.
risk is not sufficient control and 2.2. remaining risk of <acc. risk is
sufficient control; 3. types of hazards in the form of knowing the type of
hazard to identify hazards for hazard control which include 3.1. chemical
hazards namely 3.1.1 through dust and smoke breathing and 3.1.2. contact with
skin gas, vapor, etc., 3.2. physical hazards namely noise and vibration and
radiation T and P (Temperature and Pressure), 3.3.
biological hazards namely 3.3.1. micro biology hazards of bacterial, viruses,
etc. and 3.3.2. macro hazards of the biology of insects, parasites, etc.; 4.
ergonomic hazards, equipment and workplaces are not well designed covering 4.1.
physical stress which is narrow, limited, etc. and 4.2. mental stress in the
form of boredom, overload, etc.; 5. mechanical hazards; 6. surrounding
environmental hazards namely slope, uneven / slippery, etc.; 7. psychosocial
danger in the form of intimidation, trauma, shifting work patterns, promotion
patterns and work organization; 8. the danger of
behavior in the form of non-compliance, lack of expertise, new tasks /
non-routine, over confident, good at being smart, and uncaring; and 9. the
danger of electricity in the form of cabling, grounding systems, panels, and
electrical equipment.

Bahaya dan Pengendaliannya yang meliputi 1. pengkajian / penilaian ulang
meliputi 1.1. pengkajian/penilaian ulang harus ditinjau ulang ketika terjadi
perubahan/penggantian yang signifikan dalam operasi, personil, peralatan, dan
sebagainya karena dapat timbul bahaya dan risiko baru yang berbeda dan 1.2.
pengkajian/penilaian ulang menjadi kebijakan yang baik apabila dilakukan secara
tetap, misal secara setahun sekali; 2. pekerja dengan risiko tinggi yaitu 2.1.
pekerja dengan ketidakmampuan, 2.2. pekerja dengan usia muda, 2.3. pekerja baru
dan ibu yang sedang mengandung, 2.4. pekerja tidak berpengalaman, 2.5. pekerja
yang immune-compromised (penderita HIV), 2.6. personil dengan kondisi kesehatan
khusus (penderita asma), dan 2.7. personil yang dalam pengobatan khusus; 3.
penilaian risiko / risk assesment yaitu pendekatan yang logis
dan sistematis untuk mengidentifikasi bahaya, menilai risiko dan melaksanakan
serta mempertahankan kendali agar dapat mengurangi risiko ke tingkat yang dapat
diterima; 4. kemungkinan/kekerapan, frekuensi paparan; 5. keparahan; dan 6.
bagaimana menilai dan mengkaji ?, meliputi 6.1. identifikasi seluruh operasi,
6.2. identifikasi bahaya/risiko masing – masing operasi, 6.3. identifikasi
bahaya/risiko masing – masing tugas, 6.4. identifikasi pengaruh potensial
personal/pribadi, 6.5. identifikasi tindakan existing control, 6.6. tentukan apakah existing control memadai,
6.7. tentukan tindakan further control yang tepat, dan 8. kembangkan action plan untuk implementasi tindakan kontrol.

includes 1.1. reassessment must be reviewed when there is a significant change
/ replacement in operations, personnel, equipment, etc. because can arise different
new risks and risks and 1.2. review / reassessment becomes a good policy if
done regularly, for example once a year; 2. workers with high risk are 2.1.
workers with disabilities, 2.2. young workers, 2.3. new workers and pregnant
mothers, 2.4. inexperienced workers, 2.5. immune-compromised workers (people
with HIV), 2.6. personnel with special health conditions (asthma sufferers),
and 2.7. personnel in special treatment; 3. risk assessment which is a logical
and systematic approach to identifying hazards, assessing risks and
implementing and maintaining control in order to reduce risk to an acceptable
level; 4. probability / frequency, frequency of exposure; 5. severity; and 6.
how to assess and review ?, covering 6.1. identification of all operations,
6.2. identification of hazards / risks for each operation, 6.3. identification
of hazards / risks for each task, 6.4. identification of personal potential effects,
6.5. identification of existing control actions, 6.6. determine whether the
existing control is adequate, 6.7. determine the appropriate further control
actions, and 8. develop an action plan for the implementation of control
actions.

pembangunan fasilitas lapangan dan operasi produksi sumber daya panas bumi,
3.3. pembangunan sumur produksi, dan 3.4. pembangunan infrastruktur untuk
mendukung eksploitasi panas bumi dan penangkapan uap panas bumi; 4.
mengalokasikan dana jaminan untuk kegiatan reklamasi dan pascatambang
pengusahaan sumber daya panas bumi pada bank,
yang dilakukan sejak dimulainya masa eksploitasi dan dilaksanakan melalui
rencana kerja dan anggaran; dan 5. mentaati ketentuan keselamatan dan kesehatan
kerja serta upaya pengelolaan lingkungan hidup berupa kegiatan pencegahan dan
penanggulangan pencemaran, pemulihan fungsi lingkungan hidup dan reklamasi,
sesuai ketentuan peraturan perundang-udangan.

including 1.1. geological investigation, 1.2. geophysical investigation, 1.3.
geochemical investigation, 1.4. drilling slope temperature, and 1.5. drilling
of exploration wells and production tests; 2. evaluating reserves and technical
feasibility based on standards that apply at the Feasibility Study stage; 3.
carry out exploitation activities in accordance with the results of the
feasibility study, including 3.1. drilling of development wells and injection
wells, 3.2. construction of field facilities and production operations of
geothermal resources, 3.3. production well construction, and 3.4.
infrastructure development to support geothermal exploitation and geothermal
steam capture; 4. allocate guarantee funds for reclamation activities and post
mining operations of geothermal resources at banks, which have been carried out
since the start of the exploitation period and implemented through plans work
and budgets; and 5. comply with the provisions of occupational safety and
health as well as efforts to manage the environment in the form of prevention
of pollution, restoration of functions of environmental and reclamation, in
accordance with the provisions of laws and regulations.
