Gerakan Pramuka sebagai wadah pendidikan nonformal yang menarik dan mengandung pendidikan memiliki dasar hukum yang melandasi lahirnya organisasi ini yang berlambang tunas kelapa ini.

Falsafah Pancasila sebagai Dasar Negara merupakan nilai dasar spiritual keagamaan, kemanusiaan, dan kesatuan bangsa yang menjadi landasan dasar dalam pembangunan bangsa baik pembangunan sumber daya manusia maupun pembangunan fisik. 
The philosophy of Pancasila as the basis of the State is the spiritual base of religious, humanitarian, and national unity which becomes the basic foundation in the nation development both human resource development and physical development.


Kepramukaan sebagai gerakan pendidikan pada jalur pendidikan non formal merupakan bagian tak terpisahkan dari sistem pendidikan dalam menyiapkan anak bangsa menjadi kader bangsa yang berkualitas baik moral, mental, spiritual, intlelektual, emosional, maupun fisik dan ketrampilan. 
Scouting as an educational movement in the non-formal education path is an integral part of the education system in preparing the nation's children to become a nation cadre of good quality of moral, mental, spiritual, intlelektual, emotional, and physical and skills.

Gerakan Pramuka yang diresmikan berdirinya pada tanggal 14 Agustus 1961 merupakan kesinambungan gerakan kepanduan nasional Indonesia yang bertujuan menumbuhkan tunas bangsa menjadi generasi yang dapat menjaga keutuhan, persatuan dan kesatuan bangsa, bertanggungjawab serta mampu mengisi kemerdekaan Indonesia. 
Scout Movement that was inaugurated establishment on August 14th, 1961 is the continuity of the national scouting movement of Indonesia which aims to grow the nation's buds into a generation that can keep the unity, unity and unity of the nation, responsible and able to fill the independence of Indonesia. 


Kepramukaan pada hakekatnya adalah suatu proses pendidikan yang menyenangkan bagi anak muda, dibawah tanggungjawab anggota dewasa, yang dilaksanakan di luar lingkungan pendidikan sekolah dan keluarga, dengan tujuan, prinsip dasar dan metode pendidikan tertentu. 
Scouting is essentially a fun educational process for young people, under the responsibility of adult members, who are exercised outside the school and family education environment, with the goals, basic principles and specific educational methods. 

Gerakan Pramuka adalah suatu gerakan pendidikan untuk kaum muda, yang bersifat sukarela, nonpolitik, terbuka untuk semua, tanpa membedakan asal-usul, ras, suku, dan agama, yang menyelenggarakan kepramukaan melalui suatu sistem nilai yang didasarkan pada Satya dan Darma Pramuka. 
The Scout Movement is an educational movement for youth, voluntary, nonpolitical, open to all, regardless of origin, race, ethnicity, and religion, which organizes scouting through a value system based on Satya and Darma Pramuka.

Dasar Penyelenggaraan Gerakan Pramuka sebagai Landasan Hukum diatur berdasarkan :
·  Undang-Undang Nomor 12 Tahun 2010 Tentang Gerakan Pramuka 
· Keputusan Presiden Republik Indonesia Nomor 238 tahun 1961 Tentang Gerakan Pramuka 
·  Keputusan Presiden Republik Indonesia Nomor 118 tahun 1961 Tentang Penganugerahan Pandji kepada Gerakan Pendidikan Kepanduan Pradja Muda karana 
· Keputusan Presiden Republik Indonesia Nomor 24 tahun 2009 Tentang Pengesahan Anggaran Dasar Gerakan Pramuka 
·  Keputusan Kwartir Nasional Gerakan Pramuka Nomor 203 tahun 2009 Tentang Anggaran Rumah Tangga Gerakan Pramuka.

B. Pendaftaran dan Sistem Rekruitmen MABA (Mahasiswa Baru) Penerimaan mahasiswa baru Universitas Muhammadiyah Makassar menerapkan sistem "One Day Service".
B. Admission and Recruitment System of New Students of Admission of new students of Makassar Muhammadiyah University apply "One Day Service" system. 

Penerapan sistem ini, selain untuk meningkatkan layanan calon mahasiswa baru juga untuk mendapatkan mahasiswa baru yang berkualitas serta meningkatkan kualitas lulusan. Syarat Pendaftaran :
1. Lulusan dari jenjang SLTA (Sekolah Lanjutan Tingkat Atas) / MA (Madrasah Aliyah) / SMK (Sekolah Menengah Kejuruan) atau yang sederajat.
2. Sehat jasmani dan rohani.
3. Warga negara Indonesia (WNI).
4. Warga Negara Asing (WNA) mendaftar melalui Kementerian Pendidikan Tinggi, Direktorat Jenderal Pendidikan Tinggi di Jakarta kemudian mendaftar melalui Kantor Urusan Internasional Universitas Muhammadiyah Makassar sebagai pelaksana program.
5. Menyerahkan fotocopi ijazah dan nilai UAN (Ujian Akhir Nasional) dan UAS (Ujian Akhir Semester) yang sudah dilegalisir 1 (satu) lembar.
6. Foto berwarna ukuran 2 x 3 sebanyak 3 (tiga) lembar (Bagi Perempuan Menggunakan Jilbab).
7. Mengisi formulir pendaftaran (melalui website dan manual)
8. Bagi calon maba (mahasiswa baru) jalur undangan menyertakan Rekomendasi Sekolah dan Persyarikatan Muhammadiyah serta bukti nilai prestasi bidang seni, olah raga, dan bidang akademik lainnya.
9. Membayar biaya pendaftaran, termasuk biaya belajar berupa sumbangan pelaksanaan pendidikan (SPP), biaya penyelenggaraan pendidikan (BPP), dan lain-lain.
10. Sanggup mematuhi tata tertib kehidupan kampus dan memenuhi semua persyaratan sebagai mahasiswa Universitas Muhammadiyah Makassar.
11. Khusus MABA (Mahasiswa Baru) Fakultas Kedokteran telah dinyatakan lulus tes Psikologi Minnesota Multiphasic Personality Inventory (MMPI Test) dan Tes Buta Warna yang diselenggarakan oleh pihak fakultas kedokteran.
12. Khusus MABA (mahasiswa Baru) Fakultas Teknik, Prodi Arsitektur telah dinyatakan lulus tes Buta Warna.

1. Graduates from Senior High School  / Senior High Islamic School / Vocational High School or equivalent.
2. Physically and mentally healthy.
3. Indonesian citizen.
4. Foreign nationals (Foreigners) register through the Ministry of Higher Education, Directorate General of Higher Education in Jakarta and then register through the Office of International Affairs of Makassar Muhammadiyah University as the executor of the program.
5. Submit photocopy of diploma and value of National Final Examination) and Final Test of Semester which have legalized 1 (one) sheet.
6. 2 x 3 color photos for 3 (three) sheets (For Women Using Hijabs).
7. Fill out the registration form (via website and manual)
8. For candidates of new student with the invitation path to include the School Recommendation and Union of Muhammadiyah as well as proof of the achievement value of the arts, sports, and other academic fields.
9. Paying the registration fee, including the cost of learning in the form of education implementation donation, the cost of education, and others.
10. Ability to comply with the discipline of college life and meet all the requirements as a student of Muhammadiyah University of Makassar.
11. Special for New Student of The Faculty of Medicine has passed the Psychology Test of Minnesota Multiphasic Personality Inventory (MMPI Test) and Color Blind Test held by the faculty of medicine.
12. Special for New Student of The Faculty of Engineering, Department of Architecture has passed the color blind test. 

C. Registrasi Heregistrasi dilakukan oleh semua mahasiswa setiap semester dengan ketentuan:
1. Membayar lunas biaya penyelenggaraan pendidikan (BPP) dan biaya lain yang ditetapkan universitas
2. Mahasiswa dinyatakan aktif pada semester berjalan setelah melakukan pembayaran heregistrasi dan mengisi KRS (Kartu Rencana Studi) yang ditandatangani/disahkan mahasiswa yang bersangkutan dan Kaprodi (Kepala Program Pendidikan) serta penasehat akademik.
3. Mahasiswa yang terlambat melakukan heregistrasi, tidak berhak mengikuti mata kuliah yang telah berjalan.
4. Mahasiswa yang telah melakukan heregistrasi memiliki hak memprogramkan mata kuliah yang telah ditetapkan oleh Program Studi di setiap semesternya.
5. Mahasiswa yang tidak aktif tanpa izin cuti dan akan aktif kembali pada semester berikutnya maka dikenakan biaya beban administrasi yang besarnya sesuai dengan Surat Keputusan Rektor 003a Tahun 1436H/2015M.
C. Registration is done by all students every semester with the following conditions:

5. Students who are not active without the leave permit and will be active again in the next semester will be charged administrative expenses of magnitude in accordance with Rector's Decree 003a Year 1436 H / 2015 AD.

Klarifikasi Tentang lama kuliah S2 Menjadi 4 (empat) Tahun.

Clarification About the duration of the S2 lecture Being 4 (four) Years.

Belakangan ini dunia pendidikan tinggi diperdebatkan oleh berbagai pemberitaan bahwa lama kuliah S2 dan S3 menjadi lebih lama dari sebelumnya. Hal ini dikarenakan oleh diterbitkannya Peraturan Menteri Pendidikan Dan Kebudayaan Republik Indonesia Nomor 49 Tahun 2014 Tentang Standar Nasional Pendidikan Tinggi. Nah dalam peraturan tersebut dinyatakan dalam pasal 17 ayat 2 dan 3,
Lately the world of higher education debated by various news that the duration of S2 and S3 lectures to be longer than ever. This is due to the issuance of Regulation of the Minister of Education and Culture of the Republic of Indonesia No. 49 of 2014 on National Standards of Higher Education. Now in the regulations stated in Article 17 paragraphs 2 and 3,
Untuk memenuhi capaian pembelajaran lulusan program sebagaimana  dimaksud dalam Pasal 5, mahasiswa wajib menempuh beban belajar paling sedikit:
a. 36 sks untuk program diploma satu;
b. 72 sks untuk program diploma dua;
c. 108 sks untuk program diploma tiga;
d. 144 sks untuk program diploma empat dan program sarjana;
e. 36 sks untuk program profesi;
f. 72 sks untuk program magister, magister terapan, dan spesialis satu; dan
g. 72 sks untuk program doktor, doktor terapan, dan spesialis dua.
To fulfill the learning achievement of graduates of the program as referred to in Article 5, the student must take the least study load:
a. 36 credits for one diploma program;
b. 72 credits for two diploma programs;
c. 108 credits for three diploma programs;
d. 144 credits for four diploma courses and undergraduate programs;
e. 36 credits for professional programs;
f. 72 credits for master's program, applied master's degree, and one specialist; and
g. 72 credits for doctoral program, applied doctoral, and two specialists.
Masa studi terpakai bagi mahasiswa dengan beban belajar sebagaimana dimaksud pada ayat (2) sebagai berikut:
a. 1 (satu) sampai 2 (dua) tahun untuk program diploma satu;
b. 2 (dua) sampai 3 (tiga) tahun untuk program diploma dua;
c. 3 (tiga) sampai 4 (empat) tahun untuk program diploma tiga;
d. 4 (empat) sampai 5 (lima) tahun untuk program diploma empat dan program sarjana;
e. 1 (satu) sampai 2 (dua) tahun untuk program profesi setelah menyelesaikan program sarjana atau diploma empat;
f. 1,5 (satu koma lima) sampai 4 (empat) tahun untuk program magister, program magister terapan, dan program spesialis satu setelah menyelesaikan program sarjana atau diploma empat; dan
g. paling sedikit 3 (tiga) tahun untuk program doktor, program doktor terapan, dan program spesialis dua.
The period of study used for students with the study load as referred to in paragraph (2) as follows:
a. 1 (one) to 2 (two) years for one diploma program;
b. 2 (two) to 3 (three) years for two diploma programs;
c. 3 (three) to 4 (four) years for three diploma programs;
d. 4 (four) to 5 (five) years for four diploma programs and undergraduate programs;
e. 1 (one) to 2 (two) years for professional programs after completing the degree program or diploma four;
f. 1.5 (one point five) to 4 (four) years for the master program, the applied magister program, and the specialist program one after completing the degree program or the diploma four; and
g. at least 3 (three) years for doctoral program, applied doctoral program, and specialist program two.
Nah ramailah dunia pendidikan membahas kedua hal di atas. Kebanyakan beritanya adalah lama kuliah Master menjadi 4 tahun dan beban kuliah Doktor yang amat berat, 72 SKS. Tentu saja ini menimbulkan kekhawatiran mereka yang akan mengambil program Pascasarjana.Nah, untunglah tak lama kemudian DIkti membuat klarifikasi dalam bentuk surat ke PTN maupun Kopertis, isinya bahwa sebagian besar jumlah SKS yang membengkak adalah untuk keperluan penelitian dan publikasi.

Untuk magister beban 72 sks sebagian besar digunakan oleh mahasiswa untuk melaksanakan penelitian, sehingga sebagai contoh proporsinya: – Perkuliahan : ±32 sks – Proposal Thesis : ± 5 sks – Penelitian dan Penulisan Thesis : ±20 sks – Seminar : ± 5 sks – Karya Ilmiah : ±10 sks Berdasarkan CP pada butir 3, maka untuk Doktor 72 sks sebagian besar digunakan oleh mahasiswa untuk melaksanakan penelitian, sehingga sebagai contoh proporsinya: – Perkuliahan : ±12 sks – Proposal Disertasi : ± 5 sks – Penelitian dan Penulisan Disertasi : ±30 sks – Seminar : ± 5 sks – Karya Ilmiah Internasional : ±20 sks.

Di sebuah forum diskusi yang diikuti oleh mahasiswa pasca sarjana, ada yang pernah mengajukan usulan program pendidikan “S-4” di Indonesia, yang kemudian menimbulkan perdebatan panjang.

Kepada mereka, si pengaju katakan bahwa lulusan S-3 hendaknya tidak lagi dipandang sebagai puncak prestasi intelektual untuk bidang apa pun dalam pendidikan formal, sehingga terdorong upaya membentuk kualitas yang lebih daripada itu.

Apalagi pada era globalisasi semakin tercipta tuntutan untuk terus belajar mengingat cepatnya dinamika berbagai disiplin ilmu. Siapa pun yang merasa puas dengan apa yang sudah dicapainya akan beresikolah untuk tersingkir dalam menghadapi persaingan SDM internasional, meskipun kejadiannya di negeri sendiri.

Dengan adanya ide tersebut tentu merangsang para lulusan S-3 terus belajar, membaca, sampai meneliti, terutama yang merupakan kelanjutan bidang studi sebelumnya. Bukankah saat wawasannya sudah mencapai standar yang ditetapkan aturan akademik, yang bersangkutan berhak memberikannya berupa gelar S-4.

Alasan lainnya adanya kenyataan di kalangan masyarakat akademik di tanah air di mana kualitas lulusan S-3 tidak selalu sama.

Rasanya akan mengubah pola motivasi masyarakat Indonesia terhadap pendidikan bila usulan tersebut terwujud. Misalkan munculnya keinginan memasuki “komunitas akademisi yang semakin elitis”. Maklumlah, sudah menjadi sifat manusia yang cenderung menginginkan posisi puncak pada sistim piramida prestasi. Logikanya, apakah sama motivasi mereka bila puncak pendidikan formal hanya sampai S-2 ?.
It will change the pattern of Indonesian people's motivation towards education if the proposal is realized. Suppose the emergence of a desire to enter "an increasingly elitist academic community". Understood, has become a human nature that tends to want the top position on the pyramid system of achievement. Logically, is the same motivation when the peak of formal education only until S-2 ?.

Cukup banyak juga peserta yang bersikap skeptis. Mereka menganggapnya tidak perlu. Soalnya kewajiban setiap individu untuk terus belajar, tidak peduli, apakah ia memiliki S-1, S-2, atau S-3. Peringkat itu hanya menentukan berapa lama ia kuliah secara formal. Yang penting ada kemauan keras.

Ya kalau konsekuensi, sudahlah semua gelar dihapus saja. Himbau saja orang setamat SMA terus belajar autodidac, toh esensinya sama saja.

Si pengaju tidak bermaksud membuat orang haus gelar. Sekedar mengembangkan dari realitas tujuan berpendidikan formal. Siapa sih yang bersedia setiap hari ke kampus tanpa harapan penganugerahan gelar setelah mencapai kurun waktu tertentu?.

Peserta lainnya mengatakan bahwa tujuan pendidikan S-3 secara implisit untuk terus belajar. Lulusannya sudah memperoleh modal banyak dan mempunyai wawasan luas dalam penelitian, percobaan, dan keputusan. Bila ada orang meneruskan belajarnya demi memperoleh S-4, itu sudah tidak ikhlas lagi namanya.
Another participant said that the purpose of education S-3 is implicit to continue learning. Its graduates have acquired a lot of capital and have extensive insights in research, experimentation, and decisions. If anyone continues to learn to get the S-4, it is not sincer again of its name.

Idealnya memang demikian. Entah sudah berapa seringnya himbauan seputar spontanitas berpendidikan dikemukakan para tokoh melalui forum atau ketika diwawancarai. Tetapi nyatanya sosok semacam itu kan susah ditemukan.

Hanya kabarnya bukan jenjang pendidikan, kata seorang mahasiswa Indonesia di Australia, sekedar masa transisi memperdalam ilmu dan pengalaman saja. Jadi tiada gelar tambahan.

Tentang konsekuensi yang terhubung dengan metodologi tetapan UM (Universitas Mandailing), maka UM (Universitas Mandailing) berinteraksi dengan khalayak masyarakat Mandailing Natal yang dalilnya adalah kita berbuat optimal terhadap khalayak masyarakat Kabupaten Mandailing Natal melalui UM (Universitas Mandailing) yang kita lakukan secara absolut dan mutlak pada berkhidmat pada pendidikan tinggi di Kabupaten Mandailing Natal.

Regarding the consequences that are connected to MU (Mandailing University) constant methodology, MU (Mandailing University) interacts with the Mandailing Natal community, whose argument is that we do optimally for the people of Mandailing Natal Regency through MU (Mandailing University) which we do absolutely  devoted to higher education in Mandailing Natal Regency.

Percematan kita terhadap proses berdirinya UM (Universitas Mandailing) adalah melalui langkah-langkah strategis dan idiologis yang memaknai UM (Universitas Mandailing) sebagai bagian pembangunan nasional di Kabupaten Mandailing Natal.

Our attention to the process of establishing MU (Mandailing University) is through strategic and ideological steps that interpret MU (Mandailing University) as part of national development in Mandailing Natal Regency.

Tentang proses berdirinya UM (Universitas Mandailing) yang terkait dengan zona ketahanan UM (Universitas Mandiling), maka saya hanya berbicara tentang UM (Universitas Mandailing) di luar pekerjaan tetap saya sebagai ASN (Aparatur Sipil Negara).

Regarding the process of establishing MU (Mandailing University) which is related to the MU (Mandailing University) resilience zone, then I only talk about MU (Mandailing University) outside of my permanent job as State Civil Apparatus.

Maka proses membangun UM (Universitas Mandailing) hanya melalui Penulisan tidak dengan cara yang lain, yang mana UM (Universitas Mandailing) diformat dalam JBAR MGB SM (Jurnal Bulanan Analisis Riset Mikron Gen Biologis Sepanjang Masa).

So the process of building MU (Mandailing University) is only through writing, not in any other way, where MU (Mandailing University) is formatted in The Monthly Journal of Research Analysis of Biological Genetic Micron of All Time.

Sebagai pemimpin besar atas Bumi Mandailing yang mana saya dibesarkan di Bumi Mandailing, maka membangun UM (Universitas Mandailing) adalah hal yang lumrah dan wajar yang berasal dari inisiatif saya membangun Kabupaten Mandailing Natal SM (Sepanjang Masa).

As the great leader of Mandailing Earth where I grew up in  Mandailing Earth, building MU (Mandailing University) is a natural thing that comes from my initiative to build Mandailing Natal  Regency for All Time.

Untuk terus berpikir di JBAR MGB SM (Jurnal Bulanan Analisis Riset Mikron Gen Biologis Sepanjang Masa) merupakan proses berdirinya UM (Universitas Mandailing), itu lah proses UM (Universitas Mandailing) secara riil.
