BAB I

PENDAHULUAN

1.1.  Latar Belakang.

Dokumen Rencana Kerja Pemerintah Daerah (RKPD) Provinsi Sumatera Utara Tahun 2025, merupakan penjabaran tahun kedua dari Rencana Pembangunan Daerah (RPD) Provinsi Sumatera Utara Tahun 2024- 2026 yang telah ditetapkan dengan Peraturan Gubernur Sumatera Utara Nomor 16 Tahun 2023 dan disusun dengan memperhatikan arah kebijakan periode lima tahun dari RPJPD Provinsi Sumatera Utara Tahun 2005-2025.

The 2025 Regional Government Work Plan Document for North Sumatra Province is a description of the second year of the Regional Development Plan for North Sumatra Province for 2024-2026 which has been stipulated in the Regulation of the Governor of North Sumatra Number 16 of 2023 and is prepared by taking into account the direction of the five-year policy period of the Long-Term Development Plan for North Sumatra Province for 2005-2025.

Rencana Kerja Pemerintah Daerah Provinsi Sumatera Utara Tahun 2025 juga disusun dengan memperhatikan program strategis nasional di Sumatera Utara dan mensinergikan program strategis Sumatera Utara dengan kabupaten/kota serta memanfaatkan keunggulan wilayah. Hal tersebut merupakan wujud pembangunan kewilayahan yang tematik, holistik, integratif dan berbasis spasial yang dilaksanakan melalui upaya membangun kesepahaman dari perencanaan sampai proses pelaksanaan dengan mekanisme koordinatif antar wilayah, lintas sektor. Pengembangan pola kerjasama antara wilayah menjadi bagian penting dalam mendukung manajemen distribusi sumber daya dalam mengembangkan wilayah di Sumatera Utara.

The 2025 North Sumatra Provincial Government Work Plan was also prepared by taking into account the national strategic program in North Sumatra and synergizing the strategic program of North Sumatra with the districts/cities and utilizing regional advantages. This is a manifestation of thematic, holistic, integrative and spatial-based regional development which is implemented through efforts to build understanding from planning to the implementation process with a coordinating mechanism between regions, across sectors. The development of cooperation patterns between regions is an important part in supporting resource distribution management in developing regions in North Sumatra.
