Dengan Peraturan Pemerintah Pengganti Undang-undang ini ditegaskan pengusahaan masing-masing bahan galian. Bahan-bahan galian golongan a hanya dapat diusahakan oleh Negara atau Negara bersama dengan Daerah golongan b boleh oleh Negara, boleh oleh Daerah tingkat I atau tingkat II dan boleh oleh pihak swasta atau dalam bentuk campuran, tetapi tentu saja dengan pengutamaan kepada Negara dan/atau koperasi.

This Government Regulation in Lieu of Law affirms the arrangements for the exploitation of the respective categories of mineral resources. Category A minerals may only be exploited by the State, or by the State jointly with a Region; Category B minerals may be exploited by the State, by a First- or Second-Level Region, or by the private sector—or through a joint arrangement—though priority is naturally given to the State and/or cooperatives.
