Kunci keberhasilan birokrat yang termasuk di dalamnya Pejabat Pemerintah alias PNS (Pegawai Negeri Sipil) harus berkaca kepada sistem kepemimpinan yang amanah yang tidak khianat kepada masyarakat, keberhasilan birokrat yang dimaksudkan di sini yaitu ditinjau dari berbagai aspek yaitu berhasil kepada pelayanan publik (public service) dimana masyarakat puas akan pelayanan yang dilakukan oleh PNS (Pegawai Negeri Sipil) sesuai dengan Tupoksi (Tugas Pokok dan Fungsi) - nya masing-masing.
