c. bahwa pengaturan mengenai pertambangan mineral dan batubara yang saat ini diatur dalam Undang-Undang Nomor 4 Tahun 2OO9 tentang Pertambangan Mineral dan Batubara masih belum dapat menjawab perkembangan, permasalahan, dan kebutuhan hukum dalam penyelenggaraan pertambangan mineral dan batubara, sehingga perlu dilakukan perubahan agar dapat menjadi dasar hukum yang efektif, efisien, dan komprehensif dalam penyelenggaraan pertambangan mineral dan batubara;

c. that the regulations regarding mineral and coal mining which are currently regulated in Law Number 4 of 2OO9 concerning Mineral and Coal Mining are still unable to address developments, problems and legal needs in the implementation of mineral and coal mining, so changes need to be made so that they can become the basis effective, efficient and comprehensive laws in the administration of mineral and coal mining;

Considering :

b. bahwa kegiatan usaha pertambangan mineral dan batubara mempunyai peranan penting dalam memberikan nilai tambah secara nyata bagi pertumbuhan ekonomi nasional dan pembangunan daerah secara berkelanjutan, yang penyelenggaraannya masih terkendala kewenangan antara Pemerintah Pusat dan Pemerintah Daerah, perizinan, perlindungan terhadap masyarakat terdampak, data dan informasi pertambangan, pengawasan, dan sanksi, sehingga penyelenggaraan pertambangan mineral dan batubara kurang berjalan efektif dan belum dapat memberi nilai tambah yang optimal;

b. that mineral and coal mining business activities have an important role in providing real added value for national economic growth and sustainable regional development, the implementation of which is still hampered by authority between the Central Government and Regional Government, licensing, protection of affected communities, mining data and information, supervision and sanctions, so that the implementation of mineral and coal mining is less effective and cannot provide optimal added value;

Dugaan terbesarku untuk 7.000 (tujuh  ribu) tahun ke depan yaitu UM (Universitas Mandailing) akan eksis berdiri selama TYMP (Tuhan Yang Maha Perkasa), Allah SWT belum mengkiamatkan dunia ini, pikiran dugaan ekstrem hanya dapat dijangkau pada sejarah pendidikan tinggi bertahan lama sedangkan zonasi wilayah atas nama kekerasan militer hanya berumur 20 (dua puluh) tahun sebelum akhirnya lenyap.

Mengingat dugaanku sangat positif atas do’a dan restu masyarakat kepada MPP(G) YMR, Majelis Pimpinan Pusat (Global) Yayasan Mandailing Raya, maka MPP(G) YMR, Majelis Pimpinan Pusat (Global) Yayasan Mandailing Raya melakukan konsentrasi aktivasi kegiatan di 4 (empat) desa yaitu Desa Roburan Lombang, Desa Roburan Dolok, Desa Lumban Dolok, dan Desa Aek Ngali. Konsentrasi aktivasi kegiatan MPP(G) YMR, Majelis Pimpinan Pusat (Global) Yayasan Mandailing Raya yang dimaksud di dalamnya,

Considering my positive esteem for the prayer and the blessing of the people to The Central (Global) Leadership Assembly of The Great Mandailing Foundation, so The Central (Global) Leadership Assembly of The Great Mandailing Foundation activation concentrated activities in 4 (Four) villages namely Desa Roburan Lombang, Desa Roburan Dolok, Desa Lumban Dolok, and Desa Aek Ngali. The concentration of activation activities of The Central (Global) Leadership Assembly of The Great Mandailing Foundation referred to in it,

1). KUM S3 M (Kuliah Umum Sabtu Sore Sepanjang Masa).

1). The Public Lecture of Afternoon Saturday of All Time.

2). Distribusi JBAR MGB SM (Jurnal Bulanan Analisis Riset Mikron Gen Biologis Sepanjang Masa).

2). Distribution of The Monthly Journal of Research Analysis of Biological Genetic Micron of All Time.

3). 7 BT MPP(G) YMR SM , Tujuh Baliho Tahunan  Majelis Pimpinan Pusat (Global) Yayasan Mandailing Raya Sepanjang Masa.

3). 7 (Seven) Annual Billboards of The Central (Global) Leadership Assembly of The Great Mandailing Foundation.

4). Peletakan papan bunga.

Konsentrasi aktivasi kegiatan di 4 (empat) desa yaitu Desa Roburan Lombang, Desa Roburan Dolok, Desa Lumban Dolok, dan Desa Aek Ngali oleh MPP(G) YMR, Majelis Pimpinan Pusat (Global) Yayasan Mandailing Raya menjaga agar MPP(G) YMR, Majelis Pimpinan Pusat (Global) Yayasan Mandailing Raya tidak bias dan bermanfaat nyata bagi zonasi kewilayahan area masyarakat secara permanen sepanjang masa.

Konsolidasi internal MPP(G) YMR, Majelis Pimpinan Pusat (Global) Yayasan Mandailing Raya di Desa Roburan Lombang saya anggap sudah kondusif dan saatnya konsolidasi ke 3 (tiga) desa lainnya yaitu Desa Roburan Dolok, Desa Lumban Dolok, dan Desa Aek Ngali.
