CHAPTER I

INTRODUCTION

Selain berpedoman pada Rencana Pembangunan Daerah (RPD) Provinsi, Rencana Kerja Pemerintah (RKP), program strategis nasional, dan pedoman penyusunan RKPD, secara umum, penyusunan RKPD Provinsi Sumatera Utara Tahun 2025 juga merujuk pada serangkaian peraturan perundangan sebagai berikut:

In addition to referring to the Regional Development Plan of the Province, the Government Work Plan, national strategic programs, and guidelines for preparing the Regional Government Work Plan, in general, the preparation of the 2025 North Sumatra Provincial Government Work Plan also refers to a series of laws and regulations as follows:

1. Undang-Undang Nomor 25 Tahun 2004 Tentang Sistem Perencanaan Pembangunan Nasional (Lembaran Negara Republik Indonesia Tahun 2004 Nomor 104, Tambahan Lembaran Negara Republik Indonesia Nomor 4421);

2. Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah (Lembaran Negara Republik Indonesuia Tahun 2014 Nomor 244, Tambahan Lembaran Negara Republik Indonesia Nomor 5587), sebagaimana telah beberapa kali diubah, terakhir dengan UndangUndang Nomor 9 Tahun 2015 tentang Perubahan Kedua atas UndangUndang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah (Lembaran Negara Republik Indonesia Tahun 2015 Nomor 58, Tambahan Lembaran Negara Republik Indonesia Nomor 5679);

3. Undang Nomor 12 Tahun 2011 tentang Pembentukan Peraturan Perundang-Undangan, sebagaimana telah diubah beberapa kali, terakhir dengan Undang-Undang Nomor 13 Tahun 2022 tentang Undang-Undang Nomor 12 tahun 2011 tentang Pembentukan Peraturan PerundangUndangan (Lembaran Negara Rpublik Indonesia Tahun 2022 Nomor 143, Tambahan Lembaran Negara Republik Indonesia Nomor 6801); Peraturan Pemerintah Nomor 18 Tahun 2016 sebagaimana telah diubah dengan Peraturan Pemerintah Nomor 17 Tahun 2019 tentang Perubahan atas Peraturan Pemerintah Nomor 18 Tahun 2016 tentang Perangkat Daerah;
