Teleconference) “Eksistensi Selama lebih dari tiga puluh tahun ini telah
terjadi perubahan mendasar yang mempengaruhi penyelenggaraan statistik. Pertama, meningkatnya kesejahteraaan
masyarakat sebagai hasil dari pembangunan Nasional menyebabkan data Statistik yang dibutuhkan masyarakat semakin beragam.
Kedua, ragam data yang pada awal tahun enam puluhan (1960-an) cukup dikumpulkan oleh Biro Pusat Statistik
(BPS), sekarang memerlukan keterlibatan penyelenggera kegiatan Statistik lainnya di luar Badan. Ketiga, kemajuan ilmu
pengetahuan dan teknologi yang berdampak pada perkembangan kegiatan statistik. Keempat, adanya perubahan lingkungan
stategis, seperti era globalisasi yang antara lain ditandai oleh keterbukaan, meningkatnya persaingan, pesatnya arus informasi statistik, dan semakin besarnya peranan statistik baik bagi pemerintah
maupun masyarakat. Keempat perubahan tersebut mengakibatkan penyelenggaraan
statistik memerlukan pengaturan yang lebih memadai
untuk dapat menjamin terhindar duplikasi, kemudahan akses oleh pengguna data, kepastian hukum bagi penyelenggara kegiatan Statistik,
dan perlindungan kepada responden sebagai Penelitian Skripsi, Tesis, & Disertasi untuk

of statistics. First, the
increase of the welfare of the community as a result of the National
